R -10-03-25-10B1 WHEREAS, the City of Round Rock has previously entered into a Contract for Engineering Services ("Contract") with Freese and Nichols, Inc., for the Little Oaks Subdivision Improvements Project, and WHEREAS, Freese and Nichols, Inc. has submitted Supplemental Contract No. 1 to the Contract to modify the provisions for the scope of services, and WHEREAS, the City Council desires to enter into said Supplemental Contract No. 1 with Freese and Nichols, Inc., Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the Mayor is hereby authorized and directed to execute on behalf of the City Supplemental Contract No. 1 to the Contract with Freese and Nichols, Inc., a copy of same being attached hereto as Exhibit "A" and incorporated herein for all purposes. The City Council hereby finds and declares that written notice of the date, hour, place and subject of the meeting at which this Resolution was adopted was posted and that such meeting was open to the public as required by law at all times during which this Resolution and the subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended. The requested design will include roadway plan and profile, and storm water management as outlined below. BASIC SERVICES: 1 Prepare Final Design Plans Upon approval of the 30% design plans, the Engineer shall prepare construction plans as follows: a Drainage area maps with hydrologic calculations and computations. b Final project plan and profile sheets which will show the following: Existing utilities, utility easements, limits of construction, curb lines, driveways, sidewalks, ditches and culverts, including ditch and culvert flowline elevations, and hydraulic computations with the 25 and 100 -year HGLs. The sheets will also include final pavement markings and signage layouts. c Cross section sheets with sections at intervals not to exceed 50 feet along the project length and includes other non -typical areas. d Survey control sheet showing location and coordinates of all control points, as well as aligmnent data for all streets. e Erosion and Sedimentation Control Sheets, City of Round Rock General Construction Notes sheet, SWPPP Development sheet, and General Construction Details sheet. f Traffic Control sheets showing phasing plans and construction sequencing. g Endeavor to identify all potential conflicts with existing utilities, and coordinate relocations with utility owners. h Prepare project manual in accordance with City of Round Rock standard front-end documents and technical specifications. i Prepare estimate of probable construction cost at the 75% and final design stages. j The Engineer will submit four sets of half-size (11"x17) plans for City review at the 75% and final design stages and respond to City of Round Rock review comments. k Attend up to four meetings with City of Round Rock to discuss the project and review the design. 1 Furnish City 20 sets of full-size (22"x34") drawings and 20 copies of the project manual for bidding purposes. 2 Bid Phase Services a Assist the City in conducting a pre-bid meeting with prospective contractors. b Assist the City by responding to questions and interpreting bid documents. Prepare and issue addenda to the bid documents to plan holders if necessary. c Assist City in the opening, tabulating, and analyzing the bids received. Review the qualification information provided by the apparent low bidder to determine if, based on the information available, they appear to be qualified to construct the project. Recommend award of contracts or other actions as appropriate to be taken by the City. d Furnish City 10 sets of firll-size (22"x34") construction drawings. 3 Construction Phase Services Upon completion of bid phase services, the Engineer will proceed with the performance of construction phase services as described below. The Engineer will endeavor to protect the City in providing these services; however, it is understood that the Engineer does not guarantee the Contractor's performance, nor is the Engineer responsible for the supervision of the Contractor's operation and employees. The Engineer shall not be responsible for the means, methods, techniques, sequences, procedures of construction selected by the Contractor, or any safety precautions and programs relating in any way to the condition of the premises, the work of the Contractor or any Subcontractor. The Engineer shall not be responsible for the acts or omissions of any person (except its own employees or agents) at the Project site or otherwise performing any work of the project. a Attend a pre -construction conference with the City and Contractor. If requested, review construction schedules prepared by the Contractor pursuant to the requirements of the - construction contract. b Review Contractor's submittals, including requests for information, modification requests, shop drawings, schedules, and other submittals as requested by the City. Additional Services Items which can be provided but are currently not included in the proposal are: a Boundary surveying services. b Subsurface Utility Engineering services. c Street illumination or landscape design services. d GIS mapping or assistance with these services. e Assistance with right-of-way negotiations and preparation of exhibits other than standard metes and bounds descriptions. f Preparation of mitigation plans for compensating for environmental impacts.
