The City Manager is the Certifying Officer for any projects funded with federal funds that are located within the City limits of the Responsible Entity (Round Rock) regardless of the agency receiving funds. The Round Rock Housing Authority has recieved a Capital Improvement Grant from HUD to do foundation repair at 1007 Cushing Units #13 & 14. The Environmental Review Record (ERR) is a written record of the environmental reivew undertaken for each project and shall be available for public review and must contain all of the recommended formats. The ERR must contain all of the environmental review documents, public notices, written determination and any environmental review findings pertaining to the decision making and actions related to individual project. The Round Rock Housing Authority Capital Improvements 2014 foundation repair project required the following level of ERR be conducted and executed by the Certifying Officer: Compliance Checklist 24 CFR 58.6, Categoncal Exclusion Subject to 24 CFR 58.35 (a)(3) (ii), and a Statutory Checklist 24 CFR 58.5. Greenhill Park is an existing park. It is located in the center of a developed subdivision. Estimated project is cost is $75.000. The proposed improvements at Greenhill Park will bring the park up to current ADA standards and provide residents with a safe and shaded picnic/gathering area. I am done with ERR except for 58.5(i)(1) Explosives and Flammable Operations. I contacted the fire marshal to ask about the above ground storage tanks and to see if he knew if there were industrial facilities handling explosive or fire prone materials. His response is below.
