WHEREAS, jurisdictions who have received Homeland Security
Grant Program funding are required to register with the Texas
Regional Response Network (TRRN), a web -based registration
application developed for the Texas Division of Emergency
Management, and
WHEREAS, jurisdictions must also complete the 2010
NIMCAST/TRRN Certification form ("Certification Form") stating that
it meets the requirements of the grant, and
WHEREAS, the Certification Form is required to be eligible to
receive 2010 Homeland Security Grant funding, Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK,
TEXAS,
That the Mayor is hereby authorized and directed to execute on
behalf of the City the 2010 NIMSCAST/TRRN Certification, a copy of
same being attached hereto as Exhibit "A" and incorporated herein.
The City Council hereby finds and declares that written notice
of the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to
the public as required by law at all times during which this
Resolution and the subject matter hereof were discussed, considered
and formally acted upon, all as required by the Open Meetings Act,
Chapter 551, Texas Government Code, as amended.

2010 NIMSCAST/TRRN CERTIFICATION
NIMSCAST
The NIMS Compliance Assistance Support Tool (NIMSCAST) is designed as a free, web -based self-assessment tool
for Stale, territorial, tribal, and local governments to evaluate and report their jurisdiction's achievement of all NIMS
Compliance Objectives (Implementation Activities) released since fiscal year (FY) 2005 by National Preparedness
Directorate's Incident Management Systems integration Division (IMS[).
Additionally, Homeland Security Presidential Directive (t-1SPD)-5 requires Federal Departments and agencies to make
adoption of the NIMS by State and local organizations a condition for Federal preparedness assistance. The
NEMSCAST facilitates the adoption of the NIMS by State, territory, tribal, and local. governments in order to meet the
requirement established in HSPD-5.
Every city, county, and tribal jurisdiction must be 100% complete and compliant with the 2009 NIMSCAST
assessment to be eligible to receive 2010 Homeland Security Grant funding. The deadline for steeling this
t'euuit ement was December 31, 2009.
TRRN
The Texas Regional Response Network (TRRN) is a web -based registration application developed for the 'texas
Division of Emergency Management (TDEM) through the Texas Forest Service,
TDEM is tasked with administering a program of comprehensive emergency management, designed to reduce the
vulnerability of the citizens and communities of this state to damage, to injury, and to loss of life and property by
providing a system for the mitigation of, preparedness for, response to and recovery from natural or man-made
disasters. The function of the TRRN web registration application is to provide a central, web -based system to organize
and coordinate resources in response to such incidents.
Any jurisdiction who has received Homeland Security Grant Program funding must register with TRRN. Any
equipment with a value of $5,000 or more, purchased with Ilomeland Security Grant Program finds, must be entered
into the TRW
Completion of this Form
Completion of this certification form is required by all jurisdictions to be eligible for homeland security grant fiends.
This form must be signed by the chief elected official or the chief elected official's designee authorized by the city
council or commissioner's court to sign for the chief elected official. "fa designee !.s appointed, oOlclal documentation
