R -10-05-13-11A1 WHEREAS, the City of Round Rock has previously entered into a Contract for Engineering Services ("Contract") with Klotz Associates, Inc. for the Wyoming Springs Drive - Widening Project, and WHEREAS, Klotz Associates, Inc. has submitted Supplemental Contract No. 3 to the Contract to modify the provisions for the scope of services, and WHEREAS, the City Council desires to enter into said Supplemental Contract No. 3 with Klotz Associates, Inc., Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the Mayor is hereby authorized and directed to execute on behalf of the City Supplemental Contract No. 3 to the Contract with Klotz Associates, Inc., a copy of same being attached hereto as Exhibit "A" and incorporated herein for all purposes. Article 1, City Services and Exhibit A, City Services shall be amended as set forth in the attached Addendum To Exhibit A. II. Article 2, Engineering Services and Exhibit B, Engineering Services shall be amended as set forth in the attached Addendum To Exhibit B. Review recommendations offered by the Engineer and approve or reject any or all work performed under this project B. Review progress of work and provide final acceptance of all documents C. Review all work and process all payments for work performed by Engineer D. Final acceptance of the work shall be determined by the City with the recommendation of the Engineer Exhibit B SERVICES TO BE PROVIDED BY THE ENGINEER The original scope of services included design, bid, and construction phase engineering services for Wyoming Springs Drive Widening in Round Rock, Texas. In conjunction with the services to be provided by the City, as described in Exhibit A, the Engineer shall provide the following additional engineering services: Details of the additional services performed include the following: Additional Design Services Task 1 — Intersection Redesign During Klotz Associates' required review of the roadway plans, the Registered Accessibility Specialist (RAS) reviewer said the crosswalk at the intersection of RM 620 and Wyoming Springs Drive did meet code requirements because the cross slope of the crosswalk was too steep. Klotz Associates was asked by the client to submit a variance to TDLR, however, the request was denied. After TDLR denied the variance it was decided we would redesign the intersection to provide the necessary cross slope for the crosswalk. Task 2 — Sidewalk Redesign — Pedestrian signal pole relocation After the topographic survey was complete intersection improvements at the intersection of RM 620 and Wyoming Springs Drive were constructed by others, so that a pedestrian signal pole and pull box were placed in conflict with the proposed lanes and needed to be relocated. When relocating these features, the sidewalk had to be redesigned to meet ADA requirements at pedestrian signal poles. The redesign of this sidewalk included re -grading portions of the sidewalk as well as the surrounding areas meeting the sidewalk. Because the pedestrian signal pole is owned by TxDOT, coordination was required between them and Klotz. Layouts were submitted to TxDOT and their comments were addressed. TxDOT also required a Form 1082 to be filed because a TxDOT owned utility was being impacted by the Wyoming Springs Project. Task 3 — Median Conduit and Electrical work for Fern Bluff MUD Christmas Lights The City requested that exhibits be made showing all utilities, proposed tree plantings and irrigation layouts so ground boxes and conduit could be planned out for Christmas lights within the median. Klotz Associates attended meetings and provided several iterations of drawings/exhibits for these layouts. Klotz Associates was also asked to analyze electrical load capacity at each ground box and give guidance to the City as to the placements of these boxes. Task 4 — General Construction Phase Services The original scope required periodic on-call site visits. At client request, Klotz Associates has attended bi-weekly construction meetings to maintain communication with both the City and the Contractor during construction of the project. Klotz Associates plans on attending up to 5 additional monthly construction meetings through the remainder of construction. Task 5 — Screening Wall Design Klotz Associates has been asked to provide a scope and fee for the preliminary design of a wall to separate the roadway and school property at the Fern Bluff Elementary School. The scope and fee is to provide a preliminary layout and cost estimate based on the assumption that the wall is non -load bearing, cast -in-place, 3 feet tall and approximately 600 feet long. It is also assumed that there will not be any utility conflicts and the wall will be constructed within the existing right-of-way. We also assume that no new survey will be required. If any of these assumptions do not hold true then additional fees may occur. The scope of this task will meetings with City and School District Staff, develop preliminary layout and opinion of probable costs. This supplemental will be billed as a lump sum, however, if the City decides that there is no need to design the wall as described in Task 5, then this task will not be billed to the City.
