WHEREAS, the City's Water Conservation Plan requires submission of an annual report to
the Texas Water Development Board ("TWDB") regarding annual water use and gallons used per
customer per day ("gpcd"); and
WHEREAS, TWDB encourages the City to reduce the gpcd by 1% annually to meet their
goals; and
WHEREAS, water conservation rebates offer incentives for customers to purchase efficient
indoor and outdoor fixtures which will reduce daily water usage; and
WHEREAS, City Staff has proposed two rebate programs for water customers: (1) efficient
irrigation pilot program, and (2) toilet rebate pilot program; and
WHEREAS, the City Council wishes to approve the two water conservation rebate programs,
Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the two water conservation rebate programs for the City of Round Rock, attached hereto
as Exhibit "A" and incorporated herein, are hereby approved.
The City Council hereby finds and declares that written notice of the date, hour, place and
subject of the meeting at which this Resolution was adopted was posted and that such meeting was
open to the public as required by law at all times during which this Resolution and the subject matter
hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act,
Chapter 551, Texas Government Code, as amended.

PROGRAM GUIDELINES & AGREEMENT
• Program participants must be a direct water customer of the City of Round Rock.
• Rebated items must be pre -approved by City staff. Contact us before installing equipment to set up a
pre -inspection of the system.
• Rebate is limited to 50% of the cost of the device only (not installation costs or tax) up to the maximum
amounts specified below when purchased from a Round Rock irrigator or business. Rebate amounts will be
25% of the cost of the device when purchased from a non -Round Rock irrigator or business.
• Dated and itemized sales receipt must be submitted with the program application within 60 -days of
purchase date to qualify. Minimum rebate amount is $25.
• A working rain shut-off device must be installed at the property in order to qualify for any rebate.*
• Rebate is one-time only and is available on a first-come, first-served basis until end of pilot program (Dec.
31, 2010) or funds have been expended, whichever comes first.

found online at www.epa.gov/watersense or by calling 671-2872 to request a list.
• Rebate will be for the cost of the tank and bowl only (not seat, bolts, wax ring, plumber costs, or tax) up to
$100 per toilet if the toilet is purchased from a plumber or retailer with a Round Rock address. If the
purchase location is a non -Round Rock address, the rebate amount will be up to $50 per toilet.
• Up to two toilets total will be rebated per home, if the home has two bathrooms.
• Program participant is responsible for installation and disposal of old toilet(s).
• Participant may be contacted to schedule a final inspection of the toilet(s).
• A dated and itemized sales receipt must be submitted with the program application within 60 -days of
purchase date to qualify.
• Rebates are available on a first-come, first-served basis until end of pilot program (Dec. 31, 2010) or funds
have been expended, whichever comes first.

Item Summary:
Per our Water Conservation Plan, Round Rock is required to submit an annual report to the Texas Water
Development Board (TWDB) informing them of our annual water use and our gallons used per customer per day
(gpcd). We are encouraged by the TWDB to reduce our gpcd by 1% annually to meet their goals. Offering Water
Conservation rebates is a great incentive for customers to reduce their daily water usage by purchasing efficient
indoor and outdoor fixtures. The Water Conservation program has two rebate programs for Round Rock water
customers: an efficient irrigation rebate (outdoor) and a toilet replacement rebate (indoor). Both programs are
designed with water efficiency in mind and provide tremendous opportunity for the City to further educate its water
customers on making informed decisions regarding water use at their homes.
During Fiscal Year 08-09, Council approved the inclined water rate structure, effective May through September of
each year. It was determined that the revenue generated from this inclined structure would be designated for
water conservation programs. These programs will include education and awareness efforts as well as capital
projects that benefit the City in conserving water.
