WHEREAS, the U.S. Department of Housing and Urban Development has grant funds
available to cities for various Economic Development Initiative Special Projects, and
WHEREAS, grant funds are available through the U.S. Department of Housing and Urban
Development, Economic Development Initiative - Special Project, Neighborhood Initiative and
Miscellaneous Grants, under CFDA# 14.251, and
WHEREAS, the City of Round Rock wishes to make application for the available funds for
"infrastructure and sidewalk improvements on Main Street from IH -35 to San Saba Street, City of
Round Rock, Texas, to include a bridge over Lake Creek," and
WHEREAS, the City Council designates the Mayor as the City's authorized official with
power to apply for the grant, including making online application, on behalf of the applicant agency,
the City of Round Rock, Texas, Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the Mayor is designated as the authorized official to make application, including making
online application, and/or execute related documents, and is hereby directed to make application and/or
execute on behalf of the City, the Grant Application Package for CFDA# 14.251: U.S. Department of
Housing and Urban Development, Economic Development Initiative - Special Project, Neighborhood
Initiative and Miscellaneous Grants, a copy of said Application being numbered 2010 -EDI -SP and
being attached hereto as Exhibit "A" and incorporated herein for all purposes.
The City Council hereby finds and declares that written notice of the date, hour, place and
subject of the meeting at which this Resolution was adopted was posted and that such meeting was
open to the public as required by law at all times during which this Resolution and the subject matter

Brief Project Description
Grant # B -10 -SP -TX -0141
Infrastructure and sidewalk improvements on Main Street from IH -35 to San Saba Street, City of
Round Rock, TX, to include a bridge over Lake Creek.
The improvements to Main Street include extending Main Street from San Saba Street across
Lake Creek to the IH 35 northbound frontage and creating a gateway into downtown at the
frontage road. Sidewalks will be provided for pedestrians and accommodations will be made for
access to the future trail along Lake Creek. The improvements also include curb and gutter,
storm sewer and adjustments to utilities. The improvements are an integral part of the Southwest
Downtown Plan, which was adopted by ordinance (Ordinance No. G -05-02-24-8C1) on February
24, 2005. Some benefits from this project include:
• Increased commerce and community activities in the downtown area.
• Greater opportunity for merchant growth and expansion.
• Improved marketability of downtown property with higher property values.
• Improved public image and quality of life in the downtown area and community.

Item Summary:
At the request of U.S. Representative John Carter, $500,000 was set aside in the U.S. fiscal year 2010 budget for
Main Street improvements. To be eligible for these funds, the City must submit an application for Federal assistance
to the U.S. Department of Housing and Urban Development (HUD) by December 31, 2010. Based on the application,
HUD will determine if the City will receive Federal assistance. The improvements to Main Street include extending
Main Street from San Saba Street across Lake Creek to the IH 35 northbound frontage and creating a gateway into
downtown at the frontage road. Sidewalks will be provided for pedestrians and accommodations will be made for
access to the future trail along Lake Creek. The improvements also include curb and gutter, storm sewer and
adjustments to utilities. The improvements are an integral part of the Southwest Downtown Plan, which was
adopted by ordinance (Ordinance No. G -05-02-24-8C1) on February 24, 2005.
The Federal Special Project funding covers a portion of the $3.3 million project cost and requires a 20% local match
($125,000). The City can request additional Federal funding and/or provide local funding to make up the difference.
If the City does not submit the application, the funds will be used at the discretion of HUD.
