WHEREAS, the U.S. Department of Justice has grant funds available to cities for various law
enforcement projects, and
WHEREAS, grant funds are available through the Office of Justice Programs Bureau of
Justice Assistance under CFDA# 16.738: Edward Byrne Memorial Justice Assistance Grant (JAG)
Program, and
WHEREAS, the City of Round Rock wishes to make application for the available funds for
purchase of three (3) backup in -car video systems for patrol vehicles in the Round Rock Police
Department, and
WHEREAS, the City Council makes assurance that, in the event of loss or misuse of the
Criminal Justice Division funds, the funds will be returned to the Criminal Justice Division in full, and
WHEREAS, the City Council designates the Chief of Police as the City's authorized official
with power to apply for, accept, reject, alter or terminate the grant on behalf of the applicant agency,
the City of Round Rock, Texas, and
WHEREAS, the City Council acknowledges that a condition of award is that the application
be made available for review by the governing body for at least thirty (30) days before submission or
time of award, and acknowledges such availability for review, and

Brief project description
The proposed project would fund the purchase of backup, in -car video systems for patrol vehicles in the Round Rock Police Department. The back-up

Program Narrative
The City of Round Rock has experienced budget difficulties in the past few years as a result of the
economic downturn. Financial difficulties have resulted in the withdrawal of funding for four police
officer positions in the Police Department, and the city expects to reduce expenditures in the coming
fiscal year. The proposed project would fund the purchase of backup, in -car video systems for patrol
vehicles in the Round Rock Police Department. The back-up systems would be used whenever existing
systems in the Department's 80+ patrol fleet become inoperable. Thus, the project would allow those
vehicles to continue to be used while the assigned system is sent out for repair or replacement.

1. It has the legal authority to apply for federal assistance and the institutional, managerial, and
financial capability (including funds sufficient to pay any required non-federal share of project cost)
to ensure proper planning, management, and completion of the project described in this application.
2. It will establish safeguards to prohibit employees from using their positions for a purpose that
constitutes or presents the appearance of personal or organizational conflict of interest, or personal

MATTERS; AND DRUG-FREE WORKPLACE REQUIREMENTS
Applicants should refer to the regulations cited below to determine the certification to which they are required to
attest. Applicants should also review the instructions for certification included in the regulations before completing
this form. Acceptance of this form provides for compliance with certification requirements under 28 CFR Part 69,

rendered against them for commission of fraud or a criminal offense in connection with obtaining, attempting to

destruction of records, making false statements, or receiving stolen property;

3. DRUG-FREE WORKPLACE (GRANTEES OTHER THAN INDIVIDUALS)
As required by the Drug -Free Workplace Act of 1988, and implemented at 28 CFR Part 83, Subpart F, for
grantees, as defined at 28 CFR Sections 83.620 and 83.650:
A. The applicant certifies that it will or will continue to provide a drug-free workplace by:
(a) Publishing a statement notifying employees that the unlawful manufacture, distribution, dispensing,
possession, or use of a controlled substance is prohibited in the grantee's workplace and specifying the actions
that will be taken against employees for violation of such prohibition;
(b) Establishing an on-going drug-free awareness program to inform employees about
(1) The dangers of drug abuse in the workplace;
(2) The grantee's policy of maintaining a drug-free workplace;
(3) Any available drug counseling, rehabilitation, and employee assistance programs; and
(4) The penalties that may be imposed upon employees for drug abuse violations occurring in the workplace;
(c) Making it a requirement that each employee to be engaged in the performance of the grant be given a copy of
the statement required by paragraph (a);
(d) Notifying the employee in the statement required by paragraph (a) that, as a condition of employment under
the grant, the employee will
(1) Abide by the terms of the statement; and
(2) Notify the employer in writing of his or her conviction for a violation of a criminal drug statute occurring in the
workplace no later than five calendar days after such conviction;
(e) Notifying the agency, in writing, within 10 calendar days after receiving notice under subparagraph (d)(2) from
an employee or otherwise receiving actual notice of such conviction. Employers of convicted employees must
provide notice, including position title, to: Department of Justice, Office of Justice Programs, ATTN: Control Desk,
810 7th Street, N.W., Washington, D.C. 20531. Notice shall include the identification number(s) of each affected
grant;
(f) Taking one of the following actions, within 30 calendar days of receiving notice under subparagraph (d)(2), with

applications under the Edward Byrne Memorial Justice Assistance Grant (JAG) Program: FY 2010 Local Allocation.
The Edward Byrne Memorial Justice Assistance Grant (JAG) Program is the primary provider of federal criminal
justice funding to state and local jurisdictions. JAG funds support all components of the criminal justice system, from
multijurisdictional drug and gang task forces to crime prevention and domestic violence programs, courts,
corrections, treatment, and justice information sharing initiatives. JAG funded projects may address crime through
the provision of services directly to individuals and/or communities and by improving the effectiveness and
efficiency of criminal justice systems, processes, and procedures. Specifically, under this solicitation, applicants are
limited to units of local government appearing on the FY 2010 JAG Allocations List. The procedure for allocating JAG
funds is a formula based on population and crime statistics, in combination with a minimum allocation to ensure
that each state and territory receives an appropriate share. The City of Round Rock is on that list and is eligible for
an individual allocation of $12,788.
Strategic Plan Relevance:
The goal of this grant is to increase the policing capacity in Round Rock. This supports the City's Strategic Goal 30.0
— Residents, Visitors and Businesses continue to experience a high and timely level of public safety and security. This
also supports Goal 2 of the Police Department's Strategic Plan to "Plan For And Adapt To Change", by increasing the
Department's ability to plan and implement appropriate law enforcement responses to new economic
developments. (Strategy A). This also supports Goal 4: Expand & Improve Community Relationships by providing
opportunities for more officers to interact with the community.

Brief project description
The proposed project would fund the purchase of backup, in -car video systems for patrol vehicles in the Round Rock Police Department. The back-up

Program Narrative
The City of Round Rock has experienced budget difficulties in the past few years as a result of the
economic downturn. Financial difficulties have resulted in the withdrawal of funding for four police
officer positions in the Police Department, and the city expects to reduce expenditures in the coming
fiscal year. The proposed project would fund the purchase of backup, in -car video systems for patrol
vehicles in the Round Rock Police Department. The back-up systems would be used whenever existing
systems in the Department's 80+ patrol fleet become inoperable. Thus, the project would allow those

3. DRUG-FREE WORKPLACE (GRANTEES OTHER THAN INDIVIDUALS)
As required by the Drug -Free Workplace Act of 1988, and implemented at 28 CFR Part 83, Subpart F, for
grantees, as defined at 28 CFR Sections 83.620 and 83.650:
A. The applicant certifies that it will or will continue to provide a drug-free workplace by:
(a) Publishing a statement notifying employees that the unlawful manufacture, distribution, dispensing,
possession, or use of a controlled substance is prohibited in the grantee's workplace and specifying the actions
that will be taken against employees for violation of such prohibition;
(b) Establishing an on-going drug-free awareness program to inform employees about
(1) The dangers of drug abuse in the workplace;
(2) The grantee's policy of maintaining a drug-free workplace;
(3) Any available drug counseling, rehabilitation, and employee assistance programs; and
(4) The penalties that may be imposed upon employees for drug abuse violations occurring in the workplace;
(c) Making it a requirement that each employee to be engaged in the performance of the grant be given a copy of
the statement required by paragraph (a);
(d) Notifying the employee in the statement required by paragraph (a) that, as a condition of employment under
the grant, the employee will
(1) Abide by the terms of the statement; and
(2) Notify the employer in writing of his or her conviction for a violation of a criminal drug statute occurring in the
workplace no later than five calendar days after such conviction;
(e) Notifying the agency, in writing, within 10 calendar days after receiving notice under subparagraph (d)(2) from
an employee or otherwise receiving actual notice of such conviction. Employers of convicted employees must
