G-10-07-22-9A3 - 7/22/2010ORDINANCE NO. &f— 0���— AN ORDINANCE ADOPTING THE GENERAL PLAN 2020, AND PROVIDING FOR A SAVINGS CLAUSE AND REPEALING CONFLICTING ORDINANCES. WHEREAS, the General Plan 2020 constituting the City of Round Rock's updated general plan policy has been presented to the City Council for consideration as the comprehensive plan, and WHEREAS, said General Plan 2020 is intended to replace the 2000 General Plan, and WHEREAS, the Planning and Zoning Commission held a public hearing concerning the General Plan 2020 on the 19th day of July, 2010, following lawful publication of the notice of said public hearing, and WHEREAS, after considering the public testimony received at such hearing, the Planning and Zoning Commission has recommended that the General Plan 2020 be adopted, and WHEREAS, on the 22nd day of July, 2010, after proper notification, the City Council held a public hearing on the General Plan 2020, and WHEREAS, the City Council has determined that the General Plan 2020 be adopted to replace the 2000 General Plan, and WHEREAS, each and every requirement set forth in Section 11.310, Code of Ordinances (1995 Edition), City of Round Rock, Texas concerning public notices, hearings, and other procedural matters has been fully complied with, Now Therefore BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK, TEXAS: O:\wdox\SCC1nts\0112\ 1005\MUNICIPAL\00197530.DOC/cdc I. That the document entitled General Plan 2020 is hereby adopted in accordance with Chapter 11, Section 11.310, Code of Ordinances, City of Round Rock, Texas. A true and correct copy of the General Plan 2020 shall be kept on file in the City Secretary's Office of the City of Round Rock. II. A. All ordinances, parts of ordinances, or resolutions in conflict herewith are expressly repealed. B. The invalidity of any section or provision of this ordinance shall not invalidate other sections or provisions thereof. C. The City Council hereby finds and declares that written notice of the date, hour, place and subject of the meeting at which this Ordinance was adopted was posted and that such meeting was open to the public as required by law at all times during which this Ordinance and the subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended. (First Reading) Meeting Date: July 22, 2010 Department: Planning and Community Development Staff Person making presentation: Jim Stendebach Planning and Community Development Director Item Summary: This ordinance will adopt General Plan 2020. This Plan is tied to the City Council Strategic Plan goals in order to establish Round Rock as the "Community of Choice." The Plan includes the following sections not included in previous General Plans. 1. Environment and Quality of life 2. Arts and Culture 3. Historic preservation 4. Community Quality Each chapter begins with the Strategic Plan Goals addressed in the chapter. This is followed by public input related to the chapter. Recommendations are located at the end of each chapter and all recommendations are consolidated in Chapter 13, Implementation. The Plan also identifies a preferred development area due to the current availability of major infrastructure in the area. The Plan also includes more information on Greater Round Rock because MUDs increase the effective population to nearly 150,000. The Plan includes the required future land use map and recommendations to promote Strategic Plan Goals. Strategic Plan Relevance: The plan supports multiple Strategic Plan Goals.
