G-10-07-22-9A4 - 7/22/2010ORDINANCE NO. 4--10-R-22-- -2' CM' AN ORDINANCE AMENDING CHAPTER 11, SECTION 11.107 TO ADOPT A COMPREHENSIVE PLAN FOR THE LONG-RANGE DEVELOPMENT OF THE CITY OF ROUND ROCK, AND PROVIDING FOR A SAVINGS CLAUSE AND REPEALING CONFLICTING ORDINANCES. WHEREAS, § 213.002 of the Texas Local Government Code authorizes the governing body of a municipality to adopt a comprehensive plan for the long-range development of the municipality; and WHEREAS, the municipality may define the content and design of the comprehensive plan; and WHEREAS, the comprehensive plan may include, but is not limited to provisions on land use, transportation, and public facilities; and WHEREAS, the comprehensive plan may consist of a single plan or a coordinated set of plans organized by subject and geographic area; and WHEREAS, the comprehensive plan is to be used to coordinate and guide the establishment of development regulations in the City; and WHEREAS, the City of Round Rock has previously adopted a number of plans that the City Council wishes to designate as the Round Rock Comprehensive Plan; Now Therefore BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK, TEXAS: I. That Chapter 11, Section 11.107 of the Round Rock Code of Ordinances (1995) Edition is hereby amended to read as follows: 11.107 ROUND ROCK COMPREHENSIVE PLAN Pursuant to § 213.002 of the Texas Local Government Code, the City Council of Round Rock, Texas has adopted a Comprehensive Plan which is a coordinated set of plans organized by C:`Documents and Settings swhite Local Settings Temporary Internet Files,Content.Outlook'3YLY68PH\Ord CL Comprehensive Plan (00197939).DOC sls subject and geographic area to be used to coordinate and guide the establishment of development regulations in the City of Round Rock. The coordinated set of plans shall be collectively referred to as the "Round Rock Comprehensive Plan". The Round Rock Comprehensive Plan shall consist of the following set of plans: (a) General Plan 2020. The General Plan 2020 was adopted on July 22, 2010 in Ordinance No. G-10-07-22- - . The General Plan 2020 is referred to in this Code as the "General Plan." (b) Comprehensive Parks, Recreation and Open Space Master Plan. The Comprehensive Parks, Recreation and Open Space Master Plan was adopted on June, 25, 2009 in Ordinance No.G-09-06-25-10B1. The Comprehensive Parks, Recreation and Open Space Master Plan is referred to in this Code as the "Parks Master Plan." (c) Comprehensive Transportation Master Plan, March 2004. The Comprehensive Transportation Master Plan, March 2004 was adopted on March 25, 2004 in Ordinance No. G -04-03-25-13E1. The Comprehensive Transportation Master Plan, March 2004 is referred to in this Code as the "Transportation Master Plan." The Transportation Master Plan was amended by Ordinance No. G -06-08-24-13B1. The Transportation Master Plan was amended by Ordinance No. G -07-11-08-9A2. (d) Southwest Downtown Plan. The Southwest Downtown Plan was adopted on February 24, 2005 in Ordinance No. G -05-02-24-8C1. (e) Downtown Master Plan. The Downtown Master Plan was adopted on June 24, 2010 in Ordinance No. G -10-06-24-10A 1. II. A. All ordinances, parts of ordinances, or resolutions in conflict herewith are expressly repealed. B. The invalidity of any section or provision of this ordinance shall not invalidate other sections or provisions thereof. C. The City Council hereby finds and declares that written notice of the date, hour, place and subject of the meeting at which this Ordinance was adopted was posted and that such meeting was open to the public as required by law at all times during which this Ordinance and the subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended. 2 Alternative 1. This Ordinance will adopt a coordinated set of plans which have been adopted by City Council as the Comprehensive Plan. These include the following. 1. General Plan 2020, 2. Comprehensive Parks, Recreation and Open Space Master Plan, 3. Comprehensive Transportation Plan, March 2004 as amended, 4. Southwest Downtown Plan, and 5. Downtown Master Plan. Strategic Plan Relevance: 1.0 Provide a range of employment, housing and lifestyle choices attractive to a diverse range of young professionals, students and empty nesters, as well as families. 2.0 Prevent neighborhood deterioration. 3.0 Create a range of walking and biking options within the City. 4.0 Improve City's aesthetics, development and redevelopment quality, and sustainability. 5.0 Preserve the historic buildings, structures and places of the City. 6.0 Protect and preserve the natural areas of the City to include parks, floodplains and open spaces. 20.0 Build and maintain the facilities and infrastructure needed to make the City attractive to target businesses. 21.0 Identify and plan for future connectivity and mobility needs and options. 22.0 Foster transportation systems that would support the development of major density centers. 33. Ensure there is adequate land to meet future recreational, cultural and open space needs. 35.
