G-10-08-26-9A7 - 8/26/2010ORDINANCE NO. 4- 10-0:.-- 26 -1M - AN ORDINANCE AMENDING CHAPTER 9, SECTION 9.503, CODE OF ORDINANCES (1995 EDITION), CITY OF ROUND ROCK, TEXAS, DESIGNATING A PORTION OF STONE OAK DRIVE AS A SCHOOL SPEED ZONE; PROVIDING FOR A SAVINGS CLAUSE AND REPEALING CONFLICTING ORDINANCES OR RESOLUTIONS. WHEREAS, Section 545.352 of the Texas Transportation Code establishes prima facie reasonable and prudent speed limits for streets and highways situated in the state of Texas, and WHEREAS, Section 541.302 of the Texas Transportation Code authorizes the governing body of a municipality to designate a reduced -speed zone on a street to facilitate the safe crossing of a street by children going to or leaving a public or private school, and WHEREAS, the Council has determined that a 20 miles per hour school speed zone should be established on a portion of Stone Oak Drive from 150' south of Mangrove Cave Court to 150' north of Windhill Loop, between the hours 7:00 a.m. and 8:00 a.m. and between the hours of 2:30 p.m. and 4:00 p.m. on school days only, Now Therefore BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK, TEXAS: I. The City Council hereby finds and declares that written notice of the date, hour, place and subject of the meeting at which this Ordinance was adopted was posted and that such meeting was open to the public as required by law at all times during which this Ordinance and the subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended. 2010. Chief of Public Works Operations Item Summary: Due to Round Rock Independent School District opening Stone Oak Elementary, a traffic study was conducted to establish a 20 miles per hour School Zone for Stone Oak Drive in order to promote a safe environment for pedestrian and vehicular traffic. The school zone limits would be from 150 feet South of Mangrove Cave Ct to 150' North of Windhill Loop. The school zone times would be from 7:OOam to 8:OOam and 2:30pm to 4:OOpm.
