R -10-09-09-11B2 BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the Round Rock City Council requests that CAMPO assume responsibility for allocating funds received from the Federal Transit Administration to the City of Round Rock and the other municipalities and entities located within the Austin urbanized area. The City Council hereby finds and declares that written notice of the date, hour, place and subject of the meeting at which this Resolution was adopted was posted and that such meeting was open to the public as required by law at all times during which this Resolution and the subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended. City Council Agenda Summary Sheet Consider a resolution requesting CAMPO to assume authority for the allocation of certain Agenda Caption: Federal Transit Funds for the Austin Urbanized Area. Meeting Date: September 9, 2010 Department: Administration Staff Person making presentation: Jim Nuse, P.E. City Manager Item Summary: The Federal government through the Census process defines an urbanized area for the Austin region which includes Round Rock, Pflugerville, Cedar Park, and other areas outside Austin's city limits. The Federal Transit Administration (FTA) distributes funding to urbanized areas in part on the population of the urbanized area. Therefore, Round Rock's population contributes to the federal transit funding for the Austin region sent to Capital Metro. Round.Rock and Capital Metro have had an interlocal agreement in place that allowed Round Rock to receive a portion of the region's federal transit funds to fun our CARTS operation and other transit planning. This agreement ends at the end of this fiscal year, and Capital Metro has decided to not renew the agreement. This means that Round Rock will receive no federal funding for FY 2011. This resolution requests that CAMPO take over the responsibility of allocation the Austin region's federal transit funding instead of Capital Metro. CAMPO has the authority to take over the allocation responsibility, and represents all of the Austin urbanized area. Capital Metro's service area is smaller than the urbanized area., and does not seek the input of the cities outside their service area when making funding decisions. The staff believes that CAMPO will represent ALL of the entities within the Austin urbanized area, and therefore is the appropriate entity to allocation the federal transit funding for the region.
