AN ORDINANCE ADOPTING A "SURVEY AND INVENTORY OF
HISTORIC RESOURCES IN DOWNTOWN ROUND ROCK, PHASE I: IN
AND ADJACENT TO THE HISTORIC COMMERCIAL CORE AND
SOUTHWEST DOWNTOWN," CONSISTING OF THE HISTORIC
RESOURCES SURVEY CONDUCTED AS PART OF THE CITY'S USE
FOR THE IMPLEMENTATION OF THE DOWNTOWN MASTER PLAN;
AND REPEALING ALL CONFLICTING ORDINANCES OR
RESOLUTIONS.
WHEREAS, the City has previously adopted the "Downtown Master Plan" under
Ordinance No. G -10-06-24-10A1 dated June 24, 2010, which sets out a guide to the
redevelopment efforts of the downtown area; and
WHEREAS, the "Survey and Inventory of Historic Resources in Downtown Round
Rock, Phase I: In and Adjacent to the Historic Commercial Core and Southwest Downtown" is a
historic resources survey conducted as part of the City's Downtown Master Plan and has been
presented for consideration to the City Council; and
WHEREAS, said "Survey and Inventory of Historic Resources in Downtown Round
Rock, Phase I: In and Adjacent to the Historic Commercial Core and Southwest Downtown"
identifies potentially threatened structures and considers strategies for preservation and/or
mitigation of adverse effects to these properties; and
WHEREAS, the Historic Preservation Commission held a public hearing concerning the
"Survey and Inventory of Historic Resources in Downtown Round Rock, Phase I: In and
Adjacent to the Historic Commercial Core and Southwest Downtown" on August 10, 2010; and
WHEREAS, after considering the public testimony received at such hearing, the Historic
Preservation Commission has recommended that the "Survey and Inventory of Historic
Resources in Downtown Round Rock, Phase I: In and Adjacent to the Historic Commercial Core
and Southwest Downtown" be adopted; and

WHEREAS, the Planning and Zoning Commission held a public hearing concerning the
"Survey and Inventory of Historic Resources in Downtown Round Rock, Phase I: In and
Adjacent to the Historic Commercial Core and Southwest Downtown" on September 1, 2010;
and
WHEREAS, after considering the public testimony received at such hearing, the
Planning and Zoning Commission has recommended that the "Survey and Inventory of Historic
Resources in Downtown Round Rock, Phase I: In and Adjacent to the Historic Commercial Core
and Southwest Downtown" be adopted; and
WHEREAS, the City Council has determined that the "Survey and Inventory of Historic
Resources in Downtown Round Rock, Phase I: In and Adjacent to the Historic Commercial Core
and Southwest Downtown" be adopted, Now Therefore
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK,
TEXAS, THAT:
I.
Exhibit A is hereby adopted as the "Survey and Inventory of Historic Resources in
Downtown Round Rock, Phase I: In and Adjacent to the Historic Commercial Core and
Southwest Downtown" of the City of Round Rock, Texas.
II.
A. All ordinances, parts of ordinances, or resolutions in conflict herewith are
expressly repealed.
B. The invalidity of any section or provision of this ordinance shall not invalidate
other sections or provisions thereof.
C. The City Council hereby finds and declares that written notice of the date, hour,
place and subject of the meeting at which this Ordinance was adopted was posted and that such

meeting was open to the public as required by law at all times during which this Ordinance and
the subject matter hereof were discussed, considered and formally acted upon, all as required by
the Open Meetings Act, Chapter 551, Texas Government Code, as amended.

Item Summary:
The Downtown Master Plan recommends that the City's 1992 Historic Resources Inventory be updated before any
further action is taken. The update will assist in the future in making informed decisions about potential
redevelopment activities. The goal of this survey and report is to identify which structures in the plan area have
architectural and/or historic merit, and why. However, The Historic Resource Survey documents all properties in the
study area regardless of their age; therefore, we will have background information (architectural, structural,
landscape features, etc.) and photos of all properties in the plan area when the project is complete.
This spring, the City hired McDoux Preservation, LLC to complete Phase I of the project. Phase I updates the
information on 155 properties in the predominantly commercial part of the Downtown Master Plan area. (The other
400+ properties in the Downtown Master Plan area are currently being surveyed in Phase II).
Ms. McDougal worked with two Commissioners from the Historic Preservation Commission and three City Council
members when developing the recommendations included in the report that summarizes the finding from the
inventory.

The Historic Preservation Commission held an Open House on August 10th
and recommended the survey and report on that evening. The Planning and
Zoning Commission held a public hearing on September 1st and
recommended the survey and report on that evening. The City Council is
scheduled to hold a Public Hearing on September 23`d
