AN ORDINANCE TO ADOPT AND ENACT A NEW CODE OF
ORDINANCES FOR THE CITY OF ROUND ROCK, TEXAS, SAID CODE
TO BE ENTITLED "CODE OF ORDINANCES, CITY OF ROUND ROCK,
TEXAS, 2010;" PROVIDING FOR THE MANNER BY WHICH TO DEEM
FUTURE ADDITIONS AND AMENDMENTS TO THE CODE AS BEING
INCORPORATED THEREIN; PROVIDING FOR A SAVINGS CLAUSE;
REPEALING CONFLICTING ORDINANCES OR RESOLUTIONS; AND
PROVIDING THAT THIS ORDINANCE AND THE CODE SHALL
BECOME EFFECTIVE UPON SECOND AND FINAL READING.
WHEREAS, the City of Round Rock, as a Texas home -rule municipality, passes general
and permanent legislation by adopting ordinances for the good government, peace, and order of
the municipality; and
WHEREAS, heretofore the City has had all such ordinances codified in its "Code of
Ordinances, 1995 Edition;" and
WHEREAS, Municipal Code Corporation was engaged to undertake a detailed review
and reorganization of such 1995 Code to produce a comprehensive re -codification entitled "Code
of Ordinances, City of Round Rock, Texas, 2010" and, further, to enable the entire body of the
Code to be continuously maintained and accessed electronically; and
WHEREAS, through a process of review and consultation with City staff, Municipal
Code Corporation has now completed the re -codification process and has produced the 2010
version of the Code of Ordinances; and
WHEREAS, such "Code of Ordinances, City of Round Rock, Texas, 2010" requires
formal adoption and enactment; Now Therefore
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK,
TEXAS,

I.
The Code entitled "Code of Ordinances, City of Round Rock, Texas, 2010," published in
hardcopy and electronically by Municipal Code Corporation, consisting of Chapters 1 through
46, each inclusive, is hereby formally adopted and enacted.
II.
The 2010 Code represents a re -codification of the 1995 Code as amended through
Supplement No. 23, with ordinances adopted thereafter through and including April 22, 2010
being included in the 2010 Code.
III.
Future additions or amendments to the Code, when passed in such form as to indicate the
intention of the City Council to make such addition or amendment a part of the Code, shall be
deemed to be incorporated in the 2010 Code so that reference to the 2010 Code includes all such
additions and amendments.
IV.
A. All ordinances, parts of ordinances, or resolutions in conflict herewith are
expressly repealed.
B. The invalidity of any section or provision of this Ordinance shall not invalidate
other sections or provisions thereof.
C. The City Council hereby finds and declares that written notice of the date, hour,
place and subject of the meeting at which this Ordinance was adopted was posted and that such
meeting was open to the public as required by law at all times during which this Ordinance and
the subject matter hereof were discussed, considered and formally acted upon, all as required by
the Open Meetings Act, Chapter 551, Texas Government Code, as amended, and the Act.

Item Summary:
Because the current Code of Ordinances had not been recodified in 15 years, and because its supplementation had
been handled in-house by the Legal Department, a Council decision was previously made to undertake an intensive
review and revision process with Municipal Code Corporation. This process resulted in a complete reorganization of
the Code which removed obsolete provisions, resolved inconsistencies with changing state law, etc. This adoption
and enacting ordinance will bring the newly re -codified version into official use, and will allow the entire document
to be provided in electronic media form via the Internet, with powerful search capabilities for ease of access for
citizens and City personnel.
