WHEREAS, the City Staff and the City Council have studied and assessed the needs of the
City for certain capital projects, and
WHEREAS, the City Council desires to prioritize and fund these needed capital projects from
the General Self -Financed Construction Fund, Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the list of capital projects along with their estimated costs as shown in Exhibit "A",
attached hereto and incorporated herein, are approved for funding from the General Self -Financed
Construction Fund.
The City Council hereby finds and declares that written notice of the date, hour, place and
subject of the meeting at which this Resolution was adopted was posted and that such meeting was
open to the public as required by law at all times during which this Resolution and the subject matter
hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act,
Chapter 551, Texas Government Code, as amended.

Item Summary:
This resolution approves a list of priority projects for the City's Self -financed Construction Fund - 2011 Capital
Spending Plan. The funding sources for this plan are the FY 2010 budgeted and year-end transfers from the General
Fund included in the FY 2010 operating budget. As in previous years, this process continues the City's financial
strategy of allocating cash funding for projects for which the City would normally issue debt. This strategy has
reduced the need to borrow funds while allowing the City to continue to keep up with the growth demand. This
strategy has been in place since 1999, during this time it has saved the taxpayers of Round Rock at least 10 cents on
the property tax rate by avoiding the issuance of debt.
Also included is a list of existing projects currently in progress and previously approved through prior year capital
spending plans. Since 1999, the City has funded over $49.5 million in projects.
Funding projects in this manner continues with the City's financial policies of strategically funding priority projects
with available cash while minimizing the need to issue additional debt.
