R -10-11-09-10D3 WHEREAS, the City of Round Rock, Texas (the "City") is a participating and founding member of the Brushy Creek Regional Utility Authority, Inc., (the "BCRUA"), and WHEREAS, the BCRUA has duly advertised for bids for the construction of the Treated Water Transmission Line Segment 2C Project, and WHEREAS, BRH-Garver Construction, LP has submitted the lowest responsible bid, Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the City Council hereby authorizes the Brushy Creek Regional Utility Authority to enter into a contract with BRH-Garver Construction, LP for the construction of the Treated Water Transmission Line Segment 2C Project. The City Council hereby finds and declares that written notice of the date, hour, place and subject of the meeting at which this Resolution was adopted was posted and that such meeting was open to the public as required by law at all times during which this Resolution and the subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended. Agenda Caption: Consider a resolution authorizing the Brushy Creek Regional Utility Authority (BCRUA) to execute a contract with BGH-Garver Construction, LP for the BCRUA Treated Water Transmission Line Segment 2C Project. Director of Infrastructure Management Item Summary: This Contract is for Treated Water Transmission Line Segment 2C that is required to deliver water to Cedar Park, Leander, and Round Rock as part of the BCRUAQ Regional Water Project. This project consists of constructing approximately 8,000 linear feet of 72" water pipeline from New Hope Road extending to the east side of Ronald Reagan Boulevard. The City of Round Rock will tie-in to this line and construct 11,000 linear feet of 48" treated water transmission line that will connect to an existing 48" stub at the intersection of RM 1431 and Sam Bass Road. On October 5, 2010, six bids were received ranging from $5,624,275.90 to $7,871,502.00. The engineers estimate for the project was $6,800,000.00. The low bidder was BRH-Garver Construction, LP. The Design Engineer, BCRUA, and Staff from Round Rock, Cedar Park, and Leander recommend awarding the project to BRH-Garver Construction, LP. The construction cost is allocated to the Cities based on their capacity in the pipeline. The City of Round Rock's allocated percentage is 51.78%, which totals $2,912,250.06 of the project cost with Leander being 48.22% and Cedar Park 0%.
