Sheets, City Attorney Date Supplemental Contract Rev.12/01/08 0199.7080; 00206611 84275 STI ICHSM 2 ADDENDUM TO EXHIBIT B Engineering Services The additional Scope of Work to be performed by the Engineer under this Supplemental Contract is described as follows: • The City of Round Rock requested revisions to the Phase 1 plan set to include a multiple box culvert at the Onion Branch stream crossing instead of the previously proposed 250 -feet bridge. Revisions to the plan set include but are not limited to the following: roadway profile adjustment resulting from the incorporation of the multiple box culvert, storm drain re -design resulting from the roadway profile adjustment and incorporation of the multiple box culvert, revisions to the retaining wall layouts and driveway details resulting from the roadway profile adjustment, and revisions to various plan sheets including (fencing layout, erosion control plan, illumination layout, etc.). FUNCTION CODE 130 (ROW and UTILITY COORDINATION) Revisions to the storm drain systems, required to incorporate to multiple box culvert, requires additional effort to re-evaluate conflicts with existing and/or proposed utilities. Adjustment to the plans as a result of the ROW acquisition process also required additional utility coordination. Utility Meetings 1. The Engineer will attend a maximum of six (6) additional utility meetings organized by the City. The Engineer is to be in attendance to present plan information and answer questions about the project. Utility Conflict Identification 1. The Engineer shall continue to identify potential utility conflicts and coordinate with the City and the utility companies to help resolve the conflicts. The Engineer will make changes to the plans as requested by the City in an attempt to accommodate existing utilities. The Engineer will coordinate with the City on the requested changes. ROW Coordination 1. The Engineer shall prepare exhibits as requested by the City in an attempt to expedite the ROW acquisition process. FUNCTION CODE 150 (FIELD SURVEY) The various design changes (including the conversion from a bridge to a multiple box culvert) and the ROW acquisition process will require multiple revisions to the ROW documents. The ROW acquisition process and Utility coordination has resulted in multiple requests for the staking of existing and proposed ROW and easements limits. The following defines additional services that will be or have been performed: Right -of -Way Surveying and Mapping: 1. Revise parcel plats and descriptions and show those revisions on the ROW strip map. Revisions may be summarized as follows: 1 • Prepare two (2) plats and descriptions for additional drainage easements • Stake out the entire limits of the right-of-way to the level required to allow utility companies to relocate their utilities. • Stake out the proposed Chisholm Parkway face of curb to allow utility companies to confirm that utility conflicts do not exist. • Prepare a survey plat and description for a proposed 15 acre acquisition located south of Onion Branch adjacent to the west ROW. Design Surveys: 1. Stake out ROW and/or easements to assist with the following: • Stake out the entire limits of the proposed ROW to the level required to allow utility companies to relocate their utilities. • Stake out the proposed Chisholm Parkway face of curb to allow utility companies to confirm that utility conflicts do not exist. FUNCTION CODE 160 (ROADWAY DESIGN) The conversion from a bridge to a multiple box culvert results in revisions to the following Phase 1 plan sheets: MISCELLANEOUS PLANS 1. INDEX OF SHEETS - The Engineer will revise the index of sheets, including standards, resulting from the multiple box culvert design. 2. PROJECT LAYOUT — The Engineer will revise the project layout sheets to include the multiple box culvert design. ROADWAY PLANS & GEOMETRY 1. PROPOSED TYPICAL SECTIONS - Proposed typical sections, in the vicinity of the proposed retaining walls will be revised to include the multiple box culvert design. 2. PLAN AND PROFILE — Roadway plan and profile sheets, in the vicinity of the roadway profile adjustment, will be revised. GRADING AND DETAILS 1. DRIVEWAY DETAILS — Driveway details will be revised for each driveway impacted by the roadway profile adjustment. 2. GRADING DETAILS (OFFSITE) — Offsite grading details will be revised to account for the floodplain boundary changes associated with the conversion from a bridge to a multiple box culvert. An additional grading detail will be developed for the area located south of Onion Branch on Parcel 19 adjacent to the Chisholm Trail Road east ROW. FUNCTION CODE 161 (HYDRAULIC DESIGN) The roadway profile adjustment resulting from the conversion of the bridge to a multiple box culvert requires the re -design of multiple storm drain systems. Drainage sheets that will be re -designed for the Phase 1 construction plans will include: 2 STORM SEWER DESIGN 1. INTERIOR DRAINAGE AREA MAPS - Interior drainage area maps will be revised where impacted by the roadway profile adjustment. 2. RUN-OFF AND INLET COMPUTATIONS - Run-off to each inlet and inlet hydraulic information will be revised where impacted by the roadway profile adjustment. 3. STORM SEWER COMPUTATIONS - Storm sewers computations will be revised where impacted by the roadway profile adjustment. 4. DRAINAGE PLAN AND PROFILES - Drainage plan and profile sheets will be revised where impacted by the roadway profile adjustment. 5. LATERAL PROFILES - Lateral profile sheets will be revised where impacted by the roadway profile adjustment. 6. CULVERT LAYOUT — A culvert layout will be generated for the proposed culvert at Onion Branch WATER QUALITY AND DETENTION 1. WATER QUALITY — The Engineer will revise the pond details where impacted by the roadway profile adjustments. WATER POLLUTION ABATEMENT PLAN (WPAP) AND ORGANIZED SEWAGE COLLECTION SYSTEM PLAN (OSCSP) 1. GEOLOGICAL ASSESSMENT — The Engineer will update the geological assessment to include the additional proposed off-site grading. CULVERT HYDROLOGY AND HYDRAULIC ANALYSIS 1. CULVERT HYDRAULICS — The Engineer will revise the approved HEC -RAS CLOMR proposed conditions models created for the proposed 250' bridge option and make adjustments as needed to model the proposed roadway profile adjustment and multiple box culvert design. 2. FEMA FLOODPLAIN EVALUATION — The Engineer will coordinate findings of the hydrology and hydraulics analysis through the City and with the local floodplain administrator. 3. LETTER OF MAP REVISION (LOMR) APPLICATION — The Engineer will prepare and process a LOMR through the Federal Emergency Management Agency (FEMA). a. Prepare the application including: i. MT -2 Form 1 ii. MT -2 Form 2 1. The City will provide list of all affected owners complete with contact information including mailing address. iii. MT -2 Form 3 iv. Payment Information Form v. Work Map b. Process the application including: i. Submittal ii. Address comments iii. Resubmittal 3 FUNCTION CODE 163 (MISCELLANEOUS ROADWAY PLANS) MSE RETAINING WALLS - Adjusting the design to expedite ROW acquisition required the re- design of the east retaining wall (south of Onion Branch). Revisions to the plan sheets include the following: 1. RETAINING WALL LAYOUTS - The Engineer will revise the retaining wall layouts where impacted by the roadway profile adjustments QUANTITIES/SUMMARY SHEETS — The Engineer will revise the quantity/summary sheets as a result of the conversion from a bridge to a multiple box culvert. FUNCTION CODE 190 (PROJECT MANAGEMENT) The anticipated completion date following the execution of Supplemental Contract No. 1 was July 2010. The anticipated completion date for Phase 1 and Phase 2 is being extended by six (6) months to January 2011. The work effort and the management for the project included in this contract will be conducted in the Engineer's office in Austin, Texas. At a minimum, monthly progress reports will be submitted, which will detail on-going work as well as work accomplished since the previous report. (RTG), has determined that a multiple box culvert is a viable option to the previously designed 250 foot bridge for the Onion Creek crossing at Chisholm Trail. RTG believes that the City will realize significant savings by installing the box culvert in lieu of the bridge. This Supplemental Contract No. 2 will provide analyses and design services, ultimately culminating in revisions to the plans that are necessitated by the change from a bridge to a multiple box culvert. This Supplemental Contract No. 2 also provides for: additional surveying and engineering services related to the right-of-way acquisition process; revisions to TCEQ-required documents; and a Letter of Map Revision (LOMR) through FEMA for the Onion Creek crossing. Sheets, City Attorney VED AS T FORM: Rev.12/01 /08 84275 ADDENDUM TO EXHIBIT B Engineering Services The additional Scope of Work to be performed by the Engineer under this Supplemental Contract is described as follows: • The City of Round Rock requested revisions to the Phase 1 plan set to include a multiple box culvert at the Onion Branch stream crossing instead of the previously proposed 250 -feet bridge. Revisions to the plan set include but are not limited to the following: roadway profile adjustment resulting from the incorporation of the multiple box culvert, storm drain re -design resulting from the roadway profile adjustment and incorporation of the multiple box culvert, revisions to the retaining wall layouts and driveway details resulting from the roadway profile adjustment, and revisions to various plan sheets including (fencing layout, erosion control plan, illumination layout, etc.). FUNCTION CODE 130 (RAW and UTILITY COORDINATION) Revisions to the storm drain systems, required to incorporate to multiple box culvert, requires additional effort to re-evaluate conflicts with existing and/or proposed utilities. Adjustment to the plans as a result of the ROW acquisition process also required additional utility coordination. Utility Meetings 1. The Engineer will attend a maximum of six (6) additional utility meetings organized by the City. The Engineer is to be in attendance to present plan information and answer questions about the project. Utility Conflict Identification 1. The Engineer shall continue to identify potential utility conflicts and coordinate with the City and the utility companies to help resolve the conflicts. The Engineer will make changes to the plans as requested by the City in an attempt to accommodate existing utilities. The Engineer will coordinate with the City on the requested changes. ROW Coordination 1. The Engineer shall prepare exhibits as requested by the City in an attempt to expedite the ROW acquisition process. FUNCTION CODE 150 (FIELD SURVEY) The various design changes (including the conversion from a bridge to a multiple box culvert) and the ROW acquisition process will require multiple revisions to the ROW documents. The ROW acquisition process and Utility coordination has resulted in multiple requests for the staking of existing and proposed ROW and easements limits. The following defines additional services that will be or have been performed: Right -of -Way Surveying and Mapping: 1. Revise parcel plats and descriptions and show those revisions on the ROW strip map. Revisions may be summarized as follows: 1 • Prepare two (2) plats and descriptions for additional drainage easements • Stake out the entire limits of the right-of-way to the level required to allow utility companies to relocate their utilities. • Stake out the proposed Chisholm Parkway face of curb to allow utility companies to confirm that utility conflicts do not exist, • Prepare a survey plat and description for a proposed 15 acre acquisition located south of Onion Branch adjacent to the west ROW. Design Surveys: 1. Stake out ROW and/or easements to assist with the following: • Stake out the entire limits of the proposed ROW to the level required to allow utility companies to relocate their utilities. • Stake out the proposed Chisholm Parkway face of curb to allow utility companies to confirm that utility conflicts do not exist. FUNCTION CODE 160 (ROADWAY DESIGN) The conversion from a bridge to a multiple box culvert results in revisions to the following Phase 1 plan sheets: MISCELLANEOUS PLANS 1. INDEX OF SHEETS - The Engineer will revise the index of sheets, including standards, resulting from the multiple box culvert design. 2. PROJECT LAYOUT — The Engineer will revise the project layout sheets to include the multiple box culvert design. ROADWAY PLANS & GEOMETRY 1. PROPOSED TYPICAL SECTIONS - Proposed typical sections, in the vicinity of the proposed retaining walls will be revised to include the multiple box culvert design. 2. PLAN AND PROFILE — Roadway plan and profile sheets, in the vicinity of the roadway profile adjustment, will be revised. GRADING AND DETAILS 1. DRIVEWAY DETAILS — Driveway details will be revised for each driveway impacted by the roadway profile adjustment. 2. GRADING DETAILS (OFFSITE) — Offsite grading details will be revised to account for the floodplain boundary changes associated with the conversion from a bridge to a multiple box culvert. An additional grading detail will be developed for the area located south of Onion Branch on Parcel 19 adjacent to the Chisholm Trail Road east ROW. FUNCTION CODE 161 (HYDRAULIC DESIGN) The roadway profile adjustment resulting from the conversion of the bridge to a multiple box culvert requires the re -design of multiple storm drain systems. Drainage sheets that will be re -designed for the Phase 1 construction plans will include: 2 STORM SEWER DESIGN 1. INTERIOR DRAINAGE AREA MAPS - Interior drainage area maps will be revised where impacted by the roadway profile adjustment. 2. RUN-OFF AND INLET COMPUTATIONS - Run-off to each inlet and inlet hydraulic information will be revised where impacted by the roadway profile adjustment. 3. STORM SEWER COMPUTATIONS - Storm sewers computations will be revised where impacted by the roadway profile adjustment. 4. DRAINAGE PLAN AND PROFILES - Drainage plan and profile sheets will be revised where impacted by the roadway profile adjustment. 5. LATERAL PROFILES - Lateral profile sheets will be revised where impacted by the roadway profile adjustment. 6. CULVERT LAYOUT — A culvert layout will be generated for the proposed culvert at Onion Branch WATER QUALITY AND DETENTION 1. WATER QUALITY --- The Engineer will revise the pond details where impacted by the roadway profile adjustments. WATER POLLUTION ABATEMENT PLAN (WPAP) AND ORGANIZED SEWAGE COLLECTION SYSTEM PLAN (OSCSP) 1, GEOLOGICAL ASSESSMENT — The Engineer will update the geological assessment to include the additional proposed off-site grading. CULVERT HYDROLOGY AND HYDRAULIC ANALYSIS 1. CULVERT HYDRAULICS — The Engineer will revise the approved HEC -RAS CLOMR proposed conditions models created for the proposed 250' bridge option and make adjustments as needed to model the proposed roadway profile adjustment and multiple box culvert design. 2. FEMA FLOODPLAIN EVALUATION — The Engineer will coordinate findings of the hydrology and hydraulics analysis through the City and with the local floodplain administrator. 3. LETTER OF MAP REVISION (LOMR) APPLICATION — The Engineer will prepare and process a LOMR through the Federal Emergency Management Agency (FEMA). a. Prepare the application including: i. Resubmittal 3 FUNCTION CODE 163 (MISCELLANEOUS ROADWAY PLANS) MSE RETAINING WALLS - Adjusting the design to expedite ROW acquisition required the re- design of the east retaining wall (south of Onion Branch). Revisions to the plan sheets include the following: 1. RETAINING WALL LAYOUTS - The Engineer will revise the retaining wall layouts where impacted by the roadway profile adjustments QUANTITIES/SUMMARY SHEETS — The Engineer will revise the quantity/summary sheets as a result of the conversion from a bridge to a multiple box culvert. FUNCTION CODE 190 (PROJECT MANAGEMENT) The anticipated completion date following the execution of Supplemental Contract No. 1 was July 2010. The anticipated completion date for Phase 1 and Phase 2 is being extended by six (6) months to January 2011. The work effort and the management for the project included in this contract will be conducted in the Engineer's office in Austin, Texas. At a minimum, monthly progress reports will be submitted, which will detail on-going work as well as work accomplished since the previous report.
