AN ORDINANCE AMENDING CHAPTER 22, CODE OF ORDINANCES
(2010 EDITION), CITY OF ROUND ROCK, TEXAS, BY ADDING
SECTION 22-7 REGARDING PROCESSING FEE CHARGES; AND
PROVIDING FOR A SAVINGS CLAUSE AND REPEALING
CONFLICTING ORDINANCES OR RESOLUTIONS.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK,
TEXAS:
I.
That Chapter 22, Code of Ordinances (2010 Edition), City of Round Rock, Texas, is
hereby amended by adding a section, to be numbered section 22-7, which said section shall read
as follows:
Chapter 22 — MUNICIPAL COURT
Sec. 22-7. - Credit card processing fee.
(1) The municipal court is authorized to collect a processing fee for the payment by
credit card of a fee, fine, court cost, or other charge processed by the municipal
court. The processing fee shall be the lesser of five dollars ($5.00) or five percent
of the amount of the fee, fine, court cost, or other charge being paid.
(2) The processing fee shall be assessed for each credit card payment transaction
processed by the municipal court that is submitted for payment through a website
maintained by, or on behalf of, the City.
II.
A. All ordinances, parts of ordinances, or resolutions in conflict herewith are
expressly repealed.
B. The invalidity of any section or provision of this ordinance shall not invalidate
other sections or provisions thereof.
C. The City Council hereby finds and declares that written notice of the date, hour,
place and subject of the meeting at which this Ordinance was adopted was posted and that such
meeting was open to the public as required by law at all times during which this Ordinance and

the subject matter hereof were discussed, considered and formally acted upon, all as required by
the Open Meetings Act, Chapter 551, Texas Government Code, as amended.

members present, the requirement for reading this ordinance on two separate days was dispensed
with.

Item Summary:
Municipal Court would like to implement online payments for the collection of fines, fees and court costs. This
ordinance will allow Municipal Court to charge processing fees for online payments. At this time, Municipal Court is
looking to utilize the Insight Online payment program through our software vendor, INCODE. With the adoption of
the ordinance, INCODE will bill the City for the following charges as an add-on to current services for the online
payment program. These fees will be paid for by the Municipal Court Technology Fund. The agreement with
INCODE has already been executed by the City Manager.
