G-11-01-13-9C2 - 1/13/2011ORDINANCE NO. tiell-11-13--462- AN ORDINANCE AMENDING CHAPTER 42, SECTION 42-319, CODE OF ORDINANCES (2010 EDITION), CITY OF ROUND ROCK, TEXAS, REPEALING FIFTEEN MINUTE PARKING ZONES; AND PROVIDING FOR A SAVINGS CLAUSE AND REPEALING CONFLICTING ORDINANCES AND RESOLUTIONS. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK, TEXAS: I. That Chapter 42, Section 42-319, Code of Ordinances (2010 Edition), City of Round Rock, Texas, is hereby amended to read as follows: Sec. 42-319. - Parking time limited on certain streets. (a) Two-hour limit zones. (1) When signs are erected giving notice thereof, no person shall park a vehicle for a period of time longer than two hours between the hours of 8:00 a.m. and 5:00 p.m. of any day except Sundays and public holidays within the district or upon any of the streets or parts of streets as follows: On Main Street from Mays Street to Sheppard Street. (2) When signs are erected giving notice thereof, no person shall park a vehicle for a period of time longer than two hours between the hours of 8:00 a.m. and 5:00 p.m. of any day except Saturdays, Sundays and public holidays upon any of the streets or parts of streets as follows: a. On both sides of Westwood Drive. b. On both sides of Lakewood Lane. c. On both sides of Bonwood Drive. (b) School parking zones. (1) When signs are erected giving notice thereof, no person shall park a vehicle between the hours of 7:00 a.m. and 4:00 p.m. on any day that Robertson Elementary School is in session, upon any of the streets or parts of streets as follows: On both sides of Bayland Drive from Provident Lane to the eastern -most access driveway of the Robertson Elementary School parking area situated adjacent to Bayland Street. DOC/rmc (2) When signs are erected giving notice thereof, no person shall park a vehicle between the hours of 7:00 a.m. and 9:00 a.m. and between the hours of 2:00 p.m. and 4:00 p.m. on any day that Fern Bluff Elementary School is in session, on Falcon Drive from Wyoming Springs Drive to Quail Lane. (3) When signs are erected giving notice thereof, no person shall stop, stand, or park a vehicle between the hours of 7:00 a.m. and 8:15 a.m. and between the hours of 2:30 p.m. and 3:30 p.m. on any day that Old Town Elementary School is in session, on a portion of Plantation Drive (southbound) from FM 3406 to 632 feet south of FM 3406. (4) When signs are erected giving notice thereof, no person shall park a vehicle between the hours of 7:00 a.m. and 8:15 a.m. and between the hours of 2:30 p.m. and 3:30 p.m. on any day that Old Town Elementary School is in session, on Plantation Cove. II. A. All ordinances, parts of ordinances, or resolutions in conflict herewith are expressly repealed. B. The invalidity of any section or provision of this ordinance shall not invalidate other sections or provisions thereof. C. The City Council hereby finds and declares that written notice of the date, hour, place and subject of the meeting at which this Ordinance was adopted was posted and that such meeting was open to the public as required by law at all times during which this Ordinance and the subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended. 2 Alternative 1. Chief of Public Works Operations Item Summary: This agenda item reflects changes to two 15 minute parking zones within the City. 1. Downtown Round Rock The downtown area parking is signed for 2 -hour parking to encourage turnover of spaces for use by business patrons rather than for use by employers or their employees for all day parking. The eastern -most two spaces on the south side of the 100 Block of Main Street were set aside for 15 minute parking to be used by patrons of the Kelley Cleaners at 121 Main Street. This business was located on the southwest corner of Main Street and Lampasas Street. This business has ceased operations and a new tenant has yet to be placed at this location. Due to the fact that this business is no longer operating, this 15 minute parking ordinance is no longer needed. The signs for these two spots have been removed and the existing 2 -hour limit signs are effectively controlling these two particular parking spaces once again. Repealing this ordinance is the final step to returning these two parking spaces to official 2 -hour spaces and functioning with the adjacent spaces. 2. La Frontera Texas Guaranteed Student Loan has informed the City that the 15 minute parking in front of their business on Sundance Parkway is no longer needed.
