Item Summary:
The Greater Round Rock Community Foundation is in the process of developing a social services campus south of
Main Street between Georgetown Street and the existing Round Rock Serving Center. This location is commonly
known as "The Ballfields" because of the site's previous use as practice fields for the Sam Bass Baseball team. The
proposed site, which contains 6.46 acres, includes lots platted with the Nelson Addition as well as unplatted
property; it also includes alleyways and streets that were dedicated as rights-of-way with the Nelson Addition
subdivision plat. The portion of the site that consists of platted lots is currently zoned single-family residential; the
unplatted portion is zoned commercial.
A Planned Unit Development, or PUD, zoning proposal for the site was considered by the Planning and Zoning
Commission on February 2 and will be considered by the Council on February 24. The approved PUD will serve as a
Concept Plan for the project, and a subdivision preliminary plat and final plat will be considered by the Commission
on March 9 and April 13, respectively.
The purpose of the request to Council at this time is to vacate or release rights -of -ways — none of which have been
used as such — in order to facilitate development of the campus. If approved, this request would release all of
Nelson and College Streets south of Main Street, and the northern one-half of Bagdad Avenue east of Georgetown.
The southern one-half of Bagdad would remain public right-of-way, but could be leased to the Foundation, through
a separate lease document. Additionally, an approval of this request would release all of the alleyways between the
lots in both platted blocks, with the exception that ten (10) feet of the alley abutting an existing single-family
residence would remain. It is expected that all released rights-of-way would be zoned and incorporated into the
subdivision plat for the campus.

ORDINANCE VACATING, ABANDONING, AND CLOSING
STREETS AND ALLEYWAYS LOCATED IN THE NELSON ADDITION
SUBDIVISION, WITHIN THE CITY OF ROUND ROCK, TEXAS,
PURSUANT TO SECTION 311.007, TRANSPORTATION CODE,
V.A.T.S.; AND PROVIDING A SAVINGS CLAUSE AND REPEALING
CONFLICTING ORDINANCES AND RESOLUTIONS.
WHEREAS, Section 311.007, Transportation Code, V.A.T.S., allows a home -rule
municipality to vacate, abandon, or close a street or an alley; and
WHEREAS, the City of Round Rock desires to vacate, abandon, and close
streets and alleyways in the Nelson Addition Subdivision, located south of Main Street
between Georgetown Street and the existing Round Rock Serving Center, within the
City of Round Rock, Texas, as described in Exhibits "A" through "E"; Now Therefore
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK,
TEXAS:
That the streets and alleyways in the Nelson Addition Subdivision, located south
of Main Street between Georgetown Street and the existing Round Rock Serving
Center, within the City of Round Rock, Texas, as more particularly described by metes
and bounds in Exhibits "A" through "E", said exhibits being attached hereto and made a
part of this ordinance, are hereby vacated, abandoned, and closed insofar as the right,
title, or easement of the public is concerned.

That the abandonment provided herein shall extend only to the public right, title,
or easement in and to the tracts of land described in Paragraph I of this ordinance, and
shall be construed only to that interest the governing body of the City of Round Rock
may legally and lawfully abandon. The City Secretary is directed to file this Ordinance
in the official public records of Williamson County, Texas.
111.
A. All ordinances, parts of ordinances, or resolutions in conflict herewith are
expressly repealed.
B. The invalidity of any section or provision of this ordinance shall not
invalidate other sections or provisions thereof.
C. The City Council hereby finds and declares that written notice of the date,
hour, place and subject of the meeting at which this Ordinance was adopted was posted
and that such meeting was open to the public as required by law at all times during
which this Ordinance and the subject matter hereof were discussed, considered and
formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas
Government Code, as amended.

Council members present, the requirement for reading this ordinance on two separate
days was dispensed with.
