R-11-03-10-1005 WHEREAS, the Round Rock Transportation System Development Corporation ("RRTSDC") has previously adopted a Transportation Capital Improvement Plan ("Plan"), and WHEREAS, the RRTSDC wishes to amend said Plan, and WHEREAS, the bylaws of the RRTSDC require that said amendments to the Plan be approved by the City Council, and WHEREAS, the City Council wishes to approve said amendments to the Plan, Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the amendment to the Transportation Capital Improvement Plan approved by the Round Rock Transportation System Development Corporation, which is attached hereto as Exhibit "A", is hereby approved. The City Council hereby finds and declares that written notice of the date, hour, place and subject of the meeting at which this Resolution was adopted was posted and that such meeting was open to the public as required by law at all times during which this Resolution and the subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended. City Council Agenda Summary Sheet Agenda Caption: Consider a resolution approving the action of the Round Rock Transportation System Development Corporation in amending the Transportation Capital Improvement Program (TCIP). Meeting Date: March 10, 2011 Department: Infrastructure Development and Construction Management Staff Person making presentation: Tom Word, P.E. Chief of Public Works Operations Item Summary: Public testimony is required prior to considering the following amendments to the TCIP: A. Provide funding in the amount of $500,000 to design and construct traffic signals at various locations throughout the City. B. Provide funding for the South Mays at Gattis School Road intersection design project in the amount of $27,628 for additional costs related to the design, public involvement and environmental analysis. C. Provide funding for the design and construction of Chisholm Trail Phase 3 in the amount of $3,300,000. The project limits are from approximately 1,900 feet north of Wolle Lane to Wolle Lane. This project will provide access to the future Sports Complex and it will include a public road to access the facility from FM 3406. D. Provide funding for the 2011 Major Maintenance Program in the amount of $1,500,000. This project will provide for major maintenance expenses related to arterial roadways. E. Provide funding in the amount of $13,567 for the Union Pacific Railroad Quiet Zone between CR 172 and St. Williams Drive. These funds will be used to supplement $452,270 in federal funding secured by Congressman John Carter for this project. F. Reduce funding for various completed or reprioritized projects in the TCIP in the amount of -$12,894,756. Some of the reductions include: 1. A.W. Grimes (FM 1460) - $2,564,935 2. Hester's Crossing Improvements - $1,708,706 3. Red Bud Lane Phase 4 - $1,323,000 4. Arterial M - $1,279,294 This amendment will result in a net reduction to the TCIP budget of -$7,553,561 ROUND ROCK, TEXAS PURPOSE. PASSION. The TCIP is the funding mechanism which ensures that the transportation elements of the Strategic Plan (Transportation Master Plan, future connectivity needs, funding mechanisms, etc.) reach implementation.
