R -11-04-14-10D1 WHEREAS, on June 10, 2010, the City of Round Rock ("City") entered into an Agreement for Automatic Meter Reading System from Master Meter, Inc. ("Agreement"), and WHEREAS, on February 24, 2011, the City Council authorized the purchase of 1,800 meters for the upcoming year as part of the City's plan to expand the Automatic Reading System, and WHEREAS, the City Council wishes to purchase from Master Meter, Inc. an additional 7,200 water meters, bringing the total for 2011 to 9,000 meters, pursuant to the terms of the Agreement, Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the Council hereby authorizes the purchase of an additional 7,200 water meters pursuant to the terms of the Agreement with Master Meter, Inc. The City Council hereby finds and declares that written notice of the date, hour, place and subject of the meeting at which this Resolution was adopted was posted and that such meeting was open to the public as required by law at all times during which this Resolution and the subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended. Meeting Date: April 14, 2011 Department: Infrastructure Development and Construction Management Staff Person making presentation: Michael Thane Director of Infrastructure Management Item Summary: The City is in the process of expanding our automatic meter reading (AMR) system to remotely read water meters. Manual meter reading is a resource intensive and time-consuming task. As the number of water accounts increase, the City can choose to increase manpower, change reading intervals, or adopt new technology. As the City grows, the demand on monthly meter reading and accuracy will increase. The benefits of this program will ultimately allow customers to obtain real-time water usage which will assist in the City's water conservation efforts. The City has developed an AMR program that is being implemented in phases that is enabling us to expand our AMR system in the City. The initial pilot phase was completed in November 2009, where 300 meters were successfully installed. In 2010, the City installed approximately 1,800 additional meters using funds from the Tier 2 water block revenue. In order to expand upon and enhance the current program more expeditiously, the City has budgeted additional funds from our self -financed utility. On February 24, 2011, the City Council authorized the purchase of 1,800 meters for the upcoming year as part of the City's plan to expand the AMR program. Because the Self -Financed Water Construction fund has budgeted $1,400,000 for the AMR program for this year, this second resolution is necessary in order to obtain authorization to purchase an additional 7,200 meters from Master Meter, Inc. which will bring the total for 2011 to 9,000 meters.
