AN ORDINANCE AMENDING THE TRAFFIC CODE BY DESIGNATING
THE INTERSECTION OF WYOMING SPRINGS DRIVE AND BEHRENS
PARKWAY AS AN ALL-WAY STOP INTERSECTION; PROVIDING
FOR A SAVINGS CLAUSE AND REPEALING CONFLICTING
ORDINANCES OR RESOLUTIONS.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK,
TEXAS:
I.
That pursuant to Chapter 42, Section 42-223, Code of Ordinances (2010 Edition), City of
Round Rock, Texas, the below described intersection is hereby designated as an all -way stop
intersection with stop signs to be erected as follows:

Wyoming Springs Drive Behrens Parkway
(both directions)
Behrens Parkway Wyoming Springs Drive
(both directions)
II.
A. All ordinances, parts of ordinances, or resolutions in conflict herewith are
expressly repealed.
B. The invalidity of any section or provision of this ordinance shall not invalidate
other sections or provisions thereof.
C. The City Council hereby finds and declares that written notice of the date, hour,
place and subject of the meeting at which this Ordinance was adopted was posted and that such
meeting was open to the public as required by law at all times during which this Ordinance and
the subject matter hereof were discussed, considered and formally acted upon, all as required by
the Open Meetings Act, Chapter 551, Texas Government Code, as amended.

Item Summary:
This intersection experiences an extreme peak traffic volume during the morning and afternoon school start and end
times. The number of vehicles using this intersection almost triples during the 7 AM hour and nearly doubles during
the 2 and 3 PM hours. Additionally, more than 100 pedestrian crossings were observed at this intersection between
7:30 and 8:00 AM and again between 3:00 and 3:30 PM in early February by the City's engineering staff. The
proximity of the Cactus Ranch Elementary School and the Walsh Middle School campuses and the pedestrian
friendly neighborhood street network combine to create this situation.
The result of this extreme peak is confusion by drivers on both the stop -controlled Behrens Parkway and the
uncontrolled Wyoming Springs approaches and by the adult school crossing guards. The confusion and delays
observed can be eliminated by conversion to an all -way stop controlled intersection. In addition to the expected
improvements the new all -way stop condition should cause no significant delays or impacts to drivers during the low
volume off-peak periods.
