R -11-04-28-12C2 WHEREAS, the City of Round Rock has duly advertised for bids for the Sunrise Road at Eagles Nest Street — Traffic Signal Construction Project, and WHEREAS, while only one bid was received from G. Carter Construction Co., Inc., the City Council has determined that the bid is acceptable, and WHEREAS, the City Council wishes to accept the bid of G. Carter Construction Co., Inc., Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the Mayor is hereby authorized and directed to execute on behalf of the City a contract with G. Carter Construction Co., Inc. for the Sunrise Road at Eagles Nest Street — Traffic Signal Construction Project. The City Council hereby finds and declares that written notice of the date, hour, place and subject of the meeting at which this Resolution was adopted was posted and that such meeting was open to the public as required by law at all times during which this Resolution and the subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended. System Operation Reviews (SOR) consist of: (1) An assessment of the potential for water management improvements in a river basin, system, or district and (2) A report identifying specific improvements to increase efficiency, including a plan of action for implementing the recommendations The recommendations can include physical improvements, such as modernizing a water delivery system, changing operations to improve water and energy efficiency, or facilitating water transfers or water marketing. The SOR may focus on a watershed, river basin, district, delivery system, or a portion thereof. Completing an SOR will help Indian tribes, districts, states, and other local entities with water delivery authority to identify potential projects and develop the supporting documentation necessary to apply for Water and Energy Efficiency Grants under the WaterSMART Program. Director of Infrastructure Management Item Summary: The City is presently contracted with Camp Dresser McKee to provide an update of the Comprehensive Water System Master Plan, as part of the Fiscal Year 2011 Capital Spending Plan. In March, the Bureau of Reclamation announced its Systems Optimization Review (SOR) grant opportunity. The SOR pays fifty percent of the cost of a systematic review of water distribution system operations and maintenance. Cost share is retroactive to July 2010, providing the City an opportunity to apply for a grant to recover one-half the cost of the Water System Master Plan update. The contract amount of the update is $ 147,960 of which this grant would reimburse the City for $ 73,980, which is fifty percent. Staff recommends applying for this grant since the scope of the contract with Camp Dresser McKee meets the SOR criteria.
