The application deadline will be May 25, 2011, at 8:59 PM, EDT. Please note that applications for this program must be submitted in two parts. First, applicants must apply online via www.grants.gov to complete the SF -424, which is a government -wide standard form required for competitive grant application packages. The SF -424 is intended to reduce the administrative burden to the Federal grants community, which includes applicants/grantees and Federal staff involved in grants -related activities. Once the SF -424 has been submitted, you will receive an e-mail from the COPS Office with instructions on completing the second part of the CHP application through the COPS Office Online Application System found on the COPS Officewebsite at www>.ce+ps.usdoj.gov. CHP is a competitive grant program that provides funding directly to law enforcement agencies having primary law enforcement authority to impact their community policing capacity and problem solving efforts. CHP grants provide 100 percent funding for approved entry-level salaries and benefits for 3 years (36 months) for newly -hired, full-time sworn officer positions (including filling existing unfunded vacancies) or for rehired officers who have been laid off, or are scheduled to be laid offon a specific future date, as a result of local budget cuts, There is no local match requirement or cap on the amount of funding that can be requested per officer position, but CHP grant funding will be based on your agency's current entry-level salary and benefits packages. Any additional costs for higher than entry-level salaries and fringe benefits will be the responsibility of the grantee agency. All agencies' requests will be capped at no more than 5% of their actual sworn force strength reported in their application, up to a maximum of 50 officers. The request of any agency with a sworn force strength less than or equal to 20 will be capped at one officer. At the conclusion of federal funding, grantees must retain all, sworn officer positions awarded under the CHP grant for a minimum of one year (12 months). Meeting Date: May 12, 2011 Department: Police Staff Person making presentation: Bryan Williams Chief of Police Item Summary: This resolution would authorize a grant application to hire two additional police officers under the U.S. Department of Justice Community Oriented Policing Services Hiring Program (CHP). Nationwide, the Justice Department anticipates awarding $200 million to address the full-time sworn officer needs of state, local and tribal law enforcement agencies nationwide and to increase their capacity to engage in community policing. CHP grants provide 100 percent funding for approved entry-level salaries and benefits for three years for newly hired, full-time sworn officer positions. Costs related to vehicles, equipment, etc. for the new officers are not covered by the grant. As such, the City would incur significant costs — though much Tess than if it funded these positions without grant funding. In the first year of hire, the Department incurs $117,580 in other costs (vehicle, equipment, etc.) associated with bringing two officers on board. Also, the Department has a lateral entry program to entice experienced officers to come work in Round Rock. Because the program pays the salary and benefits associated with an entry-level officer, it is possible the City could incur an additional $8,000 in costs to cover the difference between the lateral entry starting wage and the normal entry-level wage. That possibility is not accounted for in the in-kind match. The federal program has a statutory non -supplanting requirement, which mandates that grant funds may only be used to increase a grantee's law enforcement budget for sworn officer positions and may not replace funds that a grantee otherwise would have spent on officer positions if it had not received a grant award. That means that the grantee must hire new officer positions. Positions funded by the grant must be continued at the end of the three- year grant period. Strategic Plan Relevance: 30.0 Residents, Visitors and Businesses continue to experience a high and timely level of public safety and security. The goal of this grant is to increase the policing capacity in Round Rock, in support of the City's Strategic Goal 30.0 — Residents, Visitors and Businesses continue to experience a high and timely level of public safety and security. This grant also supports Goal 2 of the Police Department's Strategic Plan to "Plan For And Adapt To Change," by increasing the Department's ability to plan and implement appropriate law enforcement responses to new economic developments. (Strategy A). This application also supports Goal 4: Expand & Improve Community Relationships by providing opportunities for more officers to interact with the community.
