WHEREAS, the City of Round Rock has previously entered into a Contract for Engineering
Services ("Contract") with Page Southerland Page, LLP for the Main Street Infrastructure
Improvements Between San Saba Street and Blair Street — Implementation Based on Southwest
Downtown Master Plan Project, and
WHEREAS, Page Southerland Page, LLP has submitted Supplemental Contract No. 2 to the
Contract to modify the provisions for the scope of services, and
WHEREAS, the City Council desires to enter into said Supplemental Contract No. 2 with Page
Southerland Page, LLP, Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the Mayor is hereby authorized and directed to execute on behalf of the City Supplemental
Contract No. 2 to the Contract with Page Southerland Page, LLP, a copy of same being attached hereto
as Exhibit "A" and incorporated herein for all purposes.
The City Council hereby finds and declares that written notice of the date, hour, place and
subject of the meeting at which this Resolution was adopted was posted and that such meeting was
open to the public as required by law at all times during which this Resolution and the subject matter
hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act,
Chapter 551, Texas Government Code, as amended.

WHEREAS, the City and Engineer executed a Contract for Engineering Services, hereinafter
called the "Contract", on the 27th day of August, 2009 for the Main Street Infrastructure
Improvements between San Saba Street and Blair Street — Implementation based on Southwest
Downtown Master Plan Project in the amount of $374,699.95; and
WHEREAS, the City and Engineer executed Supplemental Contract No. 1 on November 12,
2010 to amend the scope of services and to increase the compensation by $4,552.86 to a total of
$379,252.81; and
WHEREAS, it has become necessary to amend the Contract to modify the provisions for the
scope of services and to increase the compensation by $49,902.00 to a total of $429,154.81; and
NOW THEREFORE, premises considered, the City and the Engineer agree that said Contract
is amended as follows:

Article 2, Engineering Services and Exhibit B, Engineering Services shall be amended as set'
forth in the attached Addendum To Exhibit B. Exhibit C, Work Schedule shall be amended as
set forth in the attached Addendum To Exhibit C.
II.
Article 4, Compensation and Exhibit D, Fee Schedule shall be amended by increasing by
$49,902.00 the lump sum amount payable under the Contract for a total of $429,154.81, as
shown by the attached Addendum to Exhibit D.

ADDENDUM TO EXHIBIT B
Engineering Services
Scope:
Added Scope of Services to the City of Round Rock SWDT Main Street Project (PSP # 109034).
The added design scope is for ROW and utilities on Harris Street between Main Street and
Liberty Street to include:
1. Full 80' ROW improvement with sidewalk pavers and new street plan and profile to curb
returns at least on Harris. PSP will check to see if a fit can be made is to the existing curb
return on Liberty on the east side of the street and go to that curb return, if possible.
2. Street Light Poles (and associated electrical)
3. Street Trees and Grates
4. Handicapped Accessibility -Texas Dept. of Licensing and Regulation (TDLR) consultant
review fees are by the City
5. 12 -inch water main (full block plan and profile),
6. No WW in this street,
7. Storm drain (half a block plan and profile),
8. E2 duct bank (half block plan and profile), and
9. Runoff collected in Harris Street is accounted for at the Senior Activity Center (SAC)
Pond — TCEQ WPAP permit # 03100706, 12/05/2003. The latest TCEQ Water Pollution
Abatement Plan (WPAP) modification to the above permit resulted in permit #
05032802C, 06/16/2010 for the Main Street project. It already includes this part of
Harris Street. PSP has checked with TCEQ regarding the proposed addition to the
existing Main Street project. TCEQ's initial response is that no further permitting is
required and the information provided to notify them of the proposed project is sufficient;
therefore no TCEQ water quality control permitting services are proposed.
Basic Civil Engineering Design Services:
The Scope of our Fee Proposal for the Harris Street Addition includes Basic Civil Engineering
Design for improvements within the above defined LOC. The proposed preparation of modified
and additional construction plan sheets is based on the approved Master Plan documents and
includes Basic Civil Engineering Design services as follows:
1. Demolition in the LOC
2. Grading in the LOC
3. Plan and Profile for Harris Street in the LOC.
4. Roadway sections will match those defined by the Approved Civil Masterplan
5. Roadway and Pavement sections will be based on Geotech recommendations provided by
the City
6. Analysis and Design of the Stormwater runoff collection and conveyance to an existing
Regional Water Quality facility at Baca Center — no new permitting.
7. Plan and Profile drawings for the construction of Water (Fire) Mains 12" diameter and
larger in the LOC as defined in the Approved Civil Master Plan. The City of Round
Rock has provided pipe sizes based on the City's water distribution model for the district
fire water demands. This is based on water service from the City's supply and excludes
the design of new water supply facilities.
8. Excludes new wastewater services, mains, disposal systems and lift stations.
9. Plan and Profile Drawings for Dry Utilities Duct Bank in the LOC.
10. Contract Administration for civil engineering services
11. Coordination associated with the City of Round Rock and Texas Commission on
Environmental Quality (TCEQ) Edwards Aquifer Protection Program (EAPP) Water
Pollution Abatement Plan (WPAP). No new TCEQ permitting.
12. Updates to the Main Street Construction documents
13. Construction Phase Assistance
14. Provide administrative services associated with the above mentioned work

The following services are not included in the scope of the Basic Design Services. It is
anticipated these services; are not required, are additional services, or will be provided by others:

3. Preparation of easement dedication/vacation exhibits (by Licensed Surveyor)
4. Storm Water Detention Facilities (previously determined to not be required due to
proximity to lower Lake Creek).

Item Summary:
The original Professional Services Contract with Page Southerland Page for the Southwest Downtown District
Infrastructure Projects (Main Street) was approved by the City Council on August 27, 2009 for the amount of
$374,699.95. The original agreement included Main Street from San Saba Street to Blair Street. The scope of work
included all items necessary to successfully design this project, including infrastructure and surface improvements
for Main Street between San Saba and Blair Streets as well as infrastructure and surface improvements for Main
Street intersections with San Saba, Harris, Brown, and Blair Streets. This also included the design for the Blair Street
Storm Sewer.
This request for Supplemental Agreement No. 2 with Page Southerland Page is for additional work associated with
the Southwest Downtown District Infrastructure Project (Main Street). The scope of work includes improvements to
Harris Street between Main Street and Liberty Street. This work includes improvements to the water line, 1/2 Block
E2 Duct Bank, storm sewer, ROW and street work in Harris Street. The cost for this Supplemental Agreement is
$49,902.
