WHEREAS, the City of Round Rock ("City") has previously entered into Interlocal
Agreement ("Agreement") with the Capital Area Rural Transportation System (CARTS) for provision
of public transportation services in Round Rock through September 30, 2011; and
WHEREAS, by letter dated May 10, 2011, CARTS confirmed its intent to not renew said
Agreement; and
WHEREAS, CARTS is willing to extend the Agreement on a month-to-month basis up to the
end of calendar year 2011; and
WHEREAS, the City wishes to affirm its intention to extend the Agreement on a month-to-
month basis up to the end of calendar year 2011, Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the Mayor is hereby authorized and directed to execute on behalf of the City, a Letter to
Capital Area Rural Transportation System, a copy of same being attached hereto as Exhibit "A" and
incorporated herein.
The City Council hereby finds and declares that written notice of the date, hour, place and
subject of the meeting at which this Resolution was adopted was posted and that such meeting was
open to the public as required by law at all times during which this Resolution and the subject matter
hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act,
Chapter 551, Texas Government Code, as amended.
RESOLVED this 6th day of October, 2011.

Dear Mr. Norwood:
This will confirm our intention to not renew the referenced ILA ("Agreement") for the
provision of general public transportation within the City of Round Rock at the conclusion of
its current term on October 30, 2011.
Understanding that the city may require additional time to make the necessary transition to a
new provider for this service, CARTS affirms that it will extend the Agreement on a month-to-
month basis up to the end of calendar year 2011, as provided for in Section II of the
Agreement. CARTS will also fully cooperate with the City and the new vendor selected
towards the goal of making a smooth transition for the customers of the service.
The services provided under the Agreement are but a discrete part of what we do in your
City. CARTS will continue in its role as a regional transit provider in its nine -county district,
including operating CARTS regional through -bus service and providing terminal operations and
ticketing for national intercity carriers at the CARTS Round Rock Station. CARTS will also
continue to provide Medicaid -eligible medical transportation services in Round Rock per the
terms of its contract with the Texas Department of Health and Human Services Medical
Transportation program. And finally, CARTS will continue to provide subscription route
service to congregate meal activities at the senior center until such time as the City
integrates that service into its local paratransit responsibilities. This particular transition will
require coordination with the focal Area Agency on Aging, administered by the Capital Area
Council of Governments.
We value our long relationship with the City and we stand ready to assist as you make the
transition to locally -provided public transportation services, and to actively coordinate our
respective transportation services for the benefit of the travelling public.

Item Summary:
The City received a letter of non -renewal of the existing Interlocal Agreement (ILA) with Capital Area Rural
Transportation System (CARTS) for demand response bus service. In order to continue the demand response bus
service, the City is in the process of hiring a third -party contractor. CARTS has agreed to extend the contract on a
month-to-month basis through December 31, 2011, as provided in Section II of the ILA.
