R-11-11-22-1OB1 WHEREAS, the City of Round Rock ("City") has previously entered into an Interlocal Agreement ("Agreement") with the Capital Area Rural Transportation System ("CARTS") for provision of public transportation services in Round Rock through September 30, 2011; and WHEREAS, by letter dated October 6, 2011, the City Council agreed and accepted CARTS' offer to extend the Agreement on a month-to-month basis through December 31, 2011; and WHEREAS, the City wishes to further extend the Agreement on a month-to-month basis through May 31, 2012, or until the new service provider begins operations, whichever first occurs, Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the Mayor is hereby authorized and directed to execute on behalf of the City, a Letter to Capital Area Rural Transportation System, a copy of same being attached hereto as Exhibit "A" and incorporated herein. The City Council hereby finds and declares that written notice of the date, hour, place and subject of the meeting at which this Resolution was adopted was posted and that such meeting was open to the public as required by law at all times during which this Resolution and the subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended. As a result of the upcoming termination of the ILA, the City is actively pursuing the selection of an alternative service provider. However, it is anticipated that the City will not be able to begin operations with a new service provider prior to June 1, 2012. Therefore, the City requests that the ILA be extended on a month-to-month basis to May 31, 2012, or until the new service provider begins operations, whichever first occurs. Meeting Date: November 22, 2011 Department: Transportation Staff Person making presentation: Gary Hudder Transportation Director Item Summary: The City and Capital Area Rural Transportation System (CARTS) recently executed a holdover letter for Demand Response Bus Service through December 31, 2011. CARTS verbally agreed to extend the contract on a month-to- month basis until the new third party provider can begin service. The current schedule indicates the new service provider will be ready to provide bus service in May 2012, but the City has two opportunities to compress the schedule. The City will request TxDOT to expedite adding the Demand Response Bus Service to the State Transportation Improvement Program and negotiate with the vendor to accelerate the startup schedule.
