G-12-01-12-9A1 - 1/12/2012 1 ORDINANCE NO. ��"' 12AM�L�(�C't . 2 3 4 AN ORDINANCE AMENDING CHAPTER 42, SECTION 42-318, CODE 5 OF ORDINANCES (2010 EDITION), CITY OF ROUND ROCK, TEXAS, 6 TO PROHIBIT PARKING ON A PORTION OF FERNSPRING DRIVE 7 AND ON VIA SONOMA TRAIL; PROVIDING FOR A SAVINGS CLAUSE 8 AND REPEALING CONFLICTING ORDINANCES AND RESOLUTIONS. 9 10 BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK, 11 TEXAS: 12 I. 13 That Chapter 42, Section 42-318, Parking prohibited in certain designated 14 locations, is hereby amended so that the introductory paragraph shall read as follows: 15 Sec.42-318. Parking prohibited in certain designated locations. 16 17 WheR GigRs are ereGted giVing RGtiGe thereof, no person shall at aRy tiMe park a vehiGle Upon 18 aRy of the following deGGFO-hted- streets ex parts of stree 19 20 (a) It shall hereafter be unlawful for any person to stop, stand or park a motor vehicle, vehicle, trailer, 21 or automobile, as those terms are defined by Section 502.001 of the Texas Transportation Code, 22 V.T.C.A._, on the designated streets listed in this Section. 23 24 (b) Any such vehicle or trailer parked in such prohibited area shall be a nuisance per se and shall 25 deemed to be a traffic and public safety hazard. Any vehicle or trailer parked in violation of this 26 Section may be removed by a police officer or at his or her direction and retained until such time 27 as any towing and storage fees are paid; provided however that the prohibited parking area shall 28 be posted with an official sign giving notice of the prohibition and of the fact that such area is a 29 tow away zone. 30 31 (c) When signs are erected giving notice thereof, no person shall at any time park a vehicle upon any 32 of the following described streets or parts of streets: 33 34 35 II. 36 That Chapter 42, Section 42-318, subparagraph (30), Code of Ordinances (2010 37 Edition), City of Round Rock, Texas, is hereby amended to read as follows: 38 Sec.42-318. Parking prohibited in certain designated locations. 6 7 I (40) Via Sonoma Trail. On both sides of Via Sonoma Trail from 200' north of Gattis School 8 Road to 1730' north of Gattis School Road. 9 10 11 IV. 12 13 A. All ordinances, parts of ordinances, or resolutions in conflict herewith are 14 expressly repealed. 15 B. The invalidity of any section or provision of this ordinance shall not 16 invalidate other sections or provisions thereof. 17 C. Consider an ordinance amending Chapter 42-318, Code of Ordinances,to prohibit parking Agenda Caption: on a portion of Fernspring Drive and on a portion of Via Sonoma Trail. (Second Reading) Meeting Date: January 12, 2012 Department: Transportation Staff Person making presentation: Gary Hudder Transportation Director Item Summary: At the request of the Round Rock Police Department (RRPD) and through consultation with several Round Rock Independent School District (RRISD) officials, the Transportation Department has recently made improvements to the traffic patterns along Via Sonoma Trail and Fernspring Drive to alleviate traffic congestion problems during school drop off and pick up times. The first improvement made was to reconfigure the travel lanes through the use of pavement markings. The City re-striped a two-way center turn-lane on both roadways to give left-turning traffic a refuge. This will allow through traffic to continue unimpeded and will also create a more-defined driving pattern that should eliminate on-street parking. However, one remaining issue is parents stopping in the through lane instead of entering the school parking lots. This is currently a legal activity although it causes most of the congestion problems that remain today. Also, according to the RRPD and RRISD officials, some parents even continue to park their vehicles in these lanes and enter the school grounds on foot to retrieve their children,essentially blocking traffic and creating a hazard for other drivers. To help the RRPD and RRISD with these remaining problems, and to more clearly define the allowed activities along these roadways for the driver, the City should provide a No Parking, No Stopping, No Standing zone for both Via Sonoma Trail and Fernspring Drive. Also, enforcement of these new zones should include towing if determined necessary by RRPD officers.
