WHEREAS, the City of Round Rock has previously entered into an Agreement with KA
Hickman Architects & Interior Designers for architectural services for the 615 East Palm Valley
Campus Project("Agreement"); and
WHEREAS, KA Hickman Architects & Interior Designers has submitted Supplemental
Agreement No. 4 to add new services to the Scope of Services, and to add new fees relating thereto;
and
WHEREAS, the City Council desires to enter into said Supplemental Agreement No. 4 with
KA Hickman Architects& Interior Designers,Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK,TEXAS,
That the Mayor is hereby authorized and directed to execute on behalf of the City Supplemental
Agreement No. 4 to City of Round Rock Agreement for Architectural Services for 615 East Palm
Valley Campus Project With KA Hickman Architects & Interior Designers, a copy of same being
attached hereto as Exhibit"A" and incorporated herein for all purposes.
The City Council hereby finds and declares that written notice of the date, hour, place and
subject of the meeting at which this Resolution was adopted was posted and that such meeting was
open to the public as required by law at all times during which this Resolution and the subject matter
hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act,
Chapter 551, Texas Government Code, as amended.

This Supplemental Agreement No. 4 to "City of Round Rock Agreement for
Architectural Services for 615 East Palm Valley Campus Project with KA Hickman Architects&
Interior Designers" is made by and between the City of Round Rock,Texas(hereinafter referred
to as the "City"), and KA Hickman Architects & Interior Designers (hereinafter referred to as
"KA Hickman").
WHEREAS,the City and KA Hickman executed the referenced Agreement (hereinafter
referred to as the "Agreement") on the 12th day of the month of August, 2010 for provision of
professional architectural services and interior design services related to the remodel of four
existing City-owned buildings located at 615 East Palm Valley Boulevard in Round Rock,
Texas;and
WHEREAS, the City and KA Hickman also executed accompanying Supplemental
Agreement No. I on the same date; and
WHEREAS,the City and KA Hickman subsequently executed Supplemental Agreement
No.2 on the 7th day of January,2011; and
WHEREAS,the City and KA Hickman subsequently executed Supplemental Agreement
No.3 on the 18th day of February,2011;and
WHEREAS,it has now become necessary to execute Supplemental Agreement No. 4 to
add new services to the Scopeof Services and to add new fees relating thereto:

NOW, THEREFORE, premises considered, the City and KA Hickman agree that said
Agreement is amended as follows:
I.
KA Hickman shall be responsible for the following, all of which add duties and
deliverables to the Scope of Services for all phases,and fees therefor:

(1) Relocate the Municipal Courts Complex and the Parks & Recreation Department
from the McConico Building Complex to the 615 East Palm Valley Campus Project
location;
(2) Relocate the Engineering Department, the Building Inspection Department, and the
Round Rock Chamber of Commerce from the 615 East Palm Valley Campus Project
location to the McConico Building Complex;
(3) Relocate the DSO Department from its present location within the McConico
Building Complex to a different location within the McConico Building Complex;
(4) Renovate the Planning Department located within the McConico Building Complex;
and
(5) Perform furniture selection and placement for the 615 East Palm Valley Campus
Project and for the McConico Building Complex.
II.
The original Agreement shall be amended as follows:
Article 1.1.2.1 Programming Phase shall be amended to include the referenced additional
duties and deliverables,and the fee therefor shall be increased by$16,176.25.
Article 1.1.2.1 Schematic Design Phase shall be amended to include the referenced
additional duties and deliverables,and the fee therefor shall be increased by$39,677.53.
Article 1.1.2.1 Design Development Phase shall be amended to include the referenced
additional duties and deliverables,and the fee therefor shall be increased by$39,677.53.
Article 1.1.2.1 Construction Documents Phase shall be amended to include the referenced
additional duties and deliverables,and the fee therefor shall be increased by$20,443.03.
Article 1.1.2.1 Bidding Phase shall be amended to include the referenced additional
duties and deliverables,and the fee therefor shall be increased by$2,555.44.
Article 1.1.2.1 Construction Administration/Contract Observation Phase shall be
amended to include the referenced additional duties and deliverables, and the fee therefor shall
be increased by$12,777.22.
Article 1.1.2.1 Furniture&Equipment Setup shall be amended to include the referenced
additional duties and deliverables,and the fee therefor shall be increased by$6,000.00.
Article 1.3.3.1 Change in Services shall be amended to include in the total sum the
additional$137,307.00 for the services required by this Supplemental Agreement No.4.

Article 1.5.1 Compensation shall be amended to include in the total sum the additional
$137,307.00 for the sei vices required by this Supplemental Agreement No.4.
III.
Article 1.1.2.5(1)A Fee Schedule shall be amended to include the addition for
Professional Services of a total not-to-exceed sum of One Hundred Thirty-seven Thousand Three
Hundred Seven and No/100 Dollars ($137,307.00) for the additional services required by this
Supplemental Agreement No. 4, with such $137,307.00 being added to the original contract
amount of $368,711.00, plus the sum of $11,376.00 previously added by Supplemental
Agreement No. 2,plus the sum of$48,540.00 previously added by Supplemental Agreement No.
3, for a new not-to-exceed total amount of$565,934.00, and such increase is in payment for the
additional services added to the Scope of Services by this Supplemental Agreement No. 4. No
additional reimbursable expenses are authorized.

Item Summary:
This Supplemental agreement provides for programming and design work associated with the remodel of the 615 E.
Palm Valley Blvd Campus as well as the remodel of the McConico Building. The original project consisted of moving
the Transportation Administration, Utility Administration, Building and Construction Inspections, Development
Services, and the Planning Department to the 615 E. Palm Valley Blvd Campus. With the reorganization of
departments and new direction it was determined that moving Transportation& Utility Administration,Construction
Inspections to the McConico Building in the Southwest Downtown area joining Planning and DSO would be a better
fit for the departments.The Chamber of Commerce is also planning to be re-located to this area to create a one stop
-shop for the development community.
With this change Municipal Courts and the PARD Department will now be moving to the 615 E. Palm Valley Blvd.
Campus. This Supplemental Agreement amount along with the previous agreement covers programming, architect
design, civil engineering, surveying, structural engineering, mechanical/electrical/plumbing engineering as well as
construction administration for the two sites. The total agreement with Supplemental Agreement # 4 of
$565,934.00 represents 9.2% of the estimated budget of these two projects of$6,146,213.00. With the expanded
scope staff feels this is fee range represents a fair compensation for these projects.
