4 AN ORDINANCE AMENDING CHAPTER 42, SECTION 42-159, CODE OF
5 ORDINANCES (2010 EDITION), CITY OF ROUND ROCK, TEXAS, TO PROHIBIT
6 LEFT TURNS ON A PORTION OF UNIVERSITY BOULEVARD; AND PROVIDING
7 FOR A SAVINGS CLAUSE AND REPEALING CONFLICTING ORDINANCES AND
8 RESOLUTIONS.

10 BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK,
11 TEXAS:

13 That Chapter 42, Section 42-159, Code of Ordinances (2010 Edition), City of
14 Round Rock, Texas, is hereby amended by adding a subsection (4), which shall read as
15 follows:
16 Sec.42-159. -Specific turning restrictions.

18 The following turning restrictions have been specifically approved by ordinances:
19 (4) Left turns from the westbound lane of University Boulevard are prohibited from its
20 intersection with Oakmont Drive to 400'West of Oakmont Drive.

24 A. All ordinances, parts of ordinances, or resolutions in conflict herewith are
25 expressly repealed.
26 B. The invalidity of any section or provision of this ordinance shall not
27 invalidate other sections or provisions thereof.
28 C. The City Council hereby finds and declares that written notice of the date,
29 hour, place and subject of the meeting at which this Ordinance was adopted was posted
30 and that such meeting was open to the public as required by law at all times during
31 which this Ordinance and the subject matter hereof were discussed, considered and
32 formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas
33 Government Code, as amended.

Item Summary:
The Transportation Department has been working with the Police Department to resolve traffic concerns on
University Boulevard. One of these concerns is that westbound traffic does not have a good option for turning left
into the eastern-most driveway to the University Oaks Shopping Center at the Steak & Shake restaurant. Drivers
currently cross into oncoming eastbound traffic rather than wait in and block the westbound through lanes.
Although the roadway is clearly marked, drivers continue to cross the double yellow stripe and stop in the dedicated
left turn lane meant for eastbound traffic headed for the outlet mall and hospital areas.
To increase driver safety and reduce unnecessary congestion, transportation staff recommends prohibiting
westbound left turns into this driveway. This is not expected to create any inconvenience for the reasonable driver
because there is an existing traffic signal 500 feet to the west at the University Oaks intersection where it is safer
and easier for vehicles to access the retail center. In conjunction with the "No Left Turns" sign, City forces will install
self-righting pylons to physically deter traffic from making this movement. This will begin at the Oakmont Drive
intersection and will end several yards west of the driveway. City staff hopes this to be a temporary solution and is
working on plans to improve the University Boulevard corridor with a raised curb median island from IH-35 to
Sunrise with in the next two to three years. Those improvements would be scheduled with required pavement
rehabilitation work to minimize inconvenience to drivers and adjacent businesses.
