Agenda Item No. H2.
Consider an ordinance annexing 10.62 acres of land in the ASA Thomas Survey, Abstract
Agenda Caption: No. 609, known as the Fellowship Church Tracts. (First Reading) f'
Meeting Date: May 10, 2012
t
Department: Planning and Development Services x
Staff Person making presentation: Peter Wysocki
f:
Planning and Development Services Director
Item Summary:
This is a request for a voluntary annexation of two undeveloped tracts totaling 10.62 acres that flank the existing i
Fellowship Church on the south side of Gattis School Road in the vicinity of Westview Drive pursuant to the recently
adopted development agreement. The tracts are also the subject of an Original Zoning request to PF-3 (Public
Facilities - High Intensity) later on the agenda. The subject tracts are currently located within the City of Round
Rock's Extra Territorial Jurisdiction (ETJ) in Williamson County. The tracts are in close proximity to the existing
residential subdivisions to the north and surrounded by an existing large lot, residential subdivision also in the ETJ on '
the west, south and east. The subsequent original zoning will facilitate future development of a church campus
without constraints on accessory building sizes which is in conformance with the General Plan. Other zoning
consistent with the City's adopted General Plan can be assigned or the tract could remain "un-zoned." City staff
concurs with the annexation petition since it meets the criteria set forth in the Local Government Code and provides
for the orderly development of the City.
Municipal services, such as water and wastewater service will be extended as part of the subdivision and site plan
review processes. Since this is a voluntary annexation, the utility extension is the responsibility of the landowner or
developer. A separate development agreement, previously approved by City Council, addresses extension of a
waterline main across the church property, impact fees for a domestic meter, and the requirement to annex and
zone these two tracts of land.
