WHEREAS, the City of Round Rock has previously entered into a Contract for Engineering
Services ("Contract") with Kimley-Horn and Associates, Inc. for the Signal Improvements on
University at Teravista Club Dr., Sandy Brook Dr., and College Park Dr., and on A.W. Grimes at
Creek Ridge Blvd. Project; and
WHEREAS, Kimley-Horn and Associates, Inc. has submitted Supplemental Contract No. 1 to
the Contract to modify the provisions for the scope of services; and
WHEREAS, the City Council desires to enter into said Supplemental Contract No. 1 with
Kimley-Horn and Associates, Inc.,Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the Mayor is hereby authorized and directed to execute on behalf of the City Supplemental
Contract No. 1 to the Contract with Kimley-Horn and Associates, Inc., a copy of same being attached
hereto as Exhibit"A" and incorporated herein for all purposes.
The City Council hereby finds and declares that written notice of the date, hour, place and
subject of the meeting at which this Resolution was adopted was posted and that such meeting was
open to the public as required by law at all times during which this Resolution and the subject matter
hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act,
Chapter 551, Texas Government Code, as amended.

SCOPE OF WORK OVERVIEW
Kimley-Horn and Associates, Inc. ("KHA") will provide the following additional services to the Signal
Improvements project on University at Teravista Club Dr., Sandy Brook Dr., and College Park Dr.,
and on A. W. Grimes at Creek Ridge Blvd. project as described below.
TASK 1.0 PROJECT ADMINISTRATION
Project management spans the entire duration of the project and involves monitoring and coordination
of services provided to the City to assure timely and efficient completion of the project. Included in
this task are project control and scheduling, documentation, reporting requirements, staff forums,
meetings, and quality control.
Subtask IA. Documentation
Reports, technical memoranda, status reports, invoices, and other correspondence relevant to the
project will be summarized and turned over to the City at the conclusion of the project.
Subtask 1B. Reporting Requirements
Monthly email status reports will be prepared and submitted to the City. The emails will contain a
general report of project progress and contract fulfillment.
Subtask 1C. Meetings
Project review and project specific technical meetings will be conducted under this subtask. Unless
otherwise stated herein, it is assumed that all Project review meetings will be held at the City's Public
Works Department offices. It is agreed for budgeting purposes that one kickoff meeting, one field
review meeting, one timing plan review meeting, and one implementation / field fine tuning meeting
will be held relative to the project.

TASK 4.0 FINAL PLANS, SPECIFICATIONS & ESTIMATES
Based on City review comments, substantial re-design of multiple intersections will be performed as
described below:
1. Re-design the proposed signal at A. W. Grimes at Creek Ridge Blvd. at 90 percent plan
submittal stage. The re-design will include the following changes:
a. Update "Proposed Signal Layout" sheet to change single mast-arm pole assemblies to
dual mast-arm pole assemblies.
b. To counter sight distance and visibility issues, add an advanced flashing beacon
assembly to inform motorists of a possible stop at the new signal ahead.
c. Update"Conduit and Cable Chart" sheet based on updated signal pole locations.
d. Update "Wiring and Phasing" sheet.
e. Update "Signal Elevation" sheet.
f. Update "Quantities" sheet.
2. Update signal design plans to include flashing yellow arrow signal head displays for all left-
turn movements at University Blvd. at Teravista Club Dr., Sandy Brook Dr., and College Park
Dr. The following modifications will be made at each intersection:
a. Update "Wiring and Phasing" sheet.
b. Update "Signal Elevation" sheet.
c. Update"Quantities" sheet.
d. Using SignCAD design a new 24"00" plaque sign to be installed next to a flashing
yellow arrow signal head display.
3. Add three new sheets to the planset to include the upgrade of existing signals at University
Blvd. at University Oaks Blvd., Oakmont Dr., and Sunrise Rd. installing flashing yellow arrow
displays for left-turn movements.
4. Estimate quantities to upgrade existing signals along FM 3406/Old Settlers Blvd. and Gattis
School Rd to include flashing yellow arrow displays for all left-turn movements. The signals
will include six (6) existing signals along FM 3406/Old Settlers Blvd. and 12 existing signals
along Gattis School Road.
In addition to the above services, KHA will provide coordinated signal timing plans for AM Peak, PM
Peak, Off-Peak, and Weekend-Peak periods for six (6) existing signals and three (3) proposed future
signals along University Blvd. The detailed scope of services is as below:
TASK 8.0 DATA COLLECTION
KHA will collect turning movement counts at the intersections listed below along University Blvd.
Corridor. The counts will be collected on a Tuesday or Wednesday from 7-9 AM (morning peak), and
4-6 PM (afternoon peak).

Subtask 8A. Field Observations
KHA will monitor operations at critical signals which will be determined in consultation with the City
staff. KHA will identify and note any operational challenges and improvement potentials at these
intersections.
Subtask 8B. Intersection Data
KHA will collect existing lane geometries, traffic control, speed limits, and signal phasing information
for each corridor and intersection listed above.
Subtask 8C. Photo Log
KHA will photograph the approaches to each intersection for verification of field data. These
photographs will be provided as an appendix to the final report.
Subtask 8D. Daily Traffic Volumes
KHA will collect directional 24-hour tube counts at up to two locations to determine daily and
weekend traffic peaking patterns along the project corridor.
Subtask 8E. Travel Time Runs
KHA will collect existing travel times from one end of the project corridor to the other end during AM
Peak, PM Peak, Off-Peak, and Weekend Peak periods. KHA will use this data to compute delay
savings after implementing proposed optimized signal timings along the corridor.
TASK 9.0 DEVELOP SYNCHRONIZED SIGNAL TIMING PLANS
KHA will perform the following tasks to develop synchronized signal timing plans for the corridors
listed in Task 8.0:
Subtask 9A. Base Models
KHA will develop base models using traffic simulation software Synchro 7.0 with existing signal
timings, lane geometries, and roadway speeds. Models will be created for each of AM Peak, PM Peak,
Off-Peak, and Weekend-Peak periods.

Subtask 913. Cycle Length Analysis
After setting up the base models, different cycle lengths will be analyzed using Synchro 7 to identify
the optimum system cycle lengths and lead/lag sequences for the corridor. The optimum cycle length
for the diamond interchange at IH-35 and University Blvd. will be determined using PASSER III
software.
Subtask 9C. Optimized Models
Optimized splits, offsets and phase sequences will be developed for the corridor to maximize green
bands for the AM, PM, Off Peak, and Weekend Peak period. The off peak period will be modeled by
factoring down the afternoon model using data from the 24 hour counts along the corridor. The green
band splits will be based on peak period traffic demand, with larger green bands favoring predominant
traffic flows.
The new timing plans will be discussed with City staff for their review and approval. Modifications
will be made to the timing plans based on the City's comments and a set of timing plans and time-
space diagrams will be presented to the City.
TASK 10.0 SIGNAL TIMING IMPLEMENTATION AND FINE TUNING
KHA will assist in the implementation of the signal timing plans as follows:
Subtask 10A. Lab Test
Each individual timing plan will be downloaded to a test controller at the City's traffic shop for testing
prior to implementation to prevent any glitches upon implementation in the field.
Subtask 10B. Input New Timings
KHA will input the proposed signal timing plans at each signal using new `pattern' numbers
preventing the need to overwrite existing coordination pattern. The initial implementation of the
timing plans will be done remotely via the City's ACTRA/TACTICS system to increase efficiency of
programming the controllers.
Subtask 10C. Fine Tuning
After the proposed signal timing plans have been implemented, KHA will drive'through the corridor
during each peak period (AM, Off-Peak, PM, and Weekend peak) to identify any modifications that
need to be made to the splits and or the offsets. Attention will be paid to vehicular delays and queuing
on minor streets. Upon completion of the fine tuning, KHA will update the City's ACTRA/TACTICS
database and deliver final timingplan sheets to the City.

TASK 11.0 FINAL REPORT AND MODEL SUBMITTALS
KHA will prepare a technical report detailing the methodology adopted, assumptions, and the results of
the study. The report will include a `Before' and `After' analysis measuring the overall improvement
to each corridor in terms of travel time savings and reduction in pollutants with the deployment of new
signal timing plans. Additionally, numerous appendices providing details of the data collection efforts,
signalized intersection reports using the Highway Capacity Manual (HOW reporting feature of
Synchro 7,time-space diagrams, and timing sheets will be included as part of the report.
KHA will submit three (3) draft copies of the report to the City for review. Within ten (10) working
days of receiving review comments, KHA will finalize the report and provide three (3) copies to the
City. All reports will be signed and sealed by a Texas registered professional engineer.
All Synchro 7 models will be submitted to the City at the completion of the project.

Item Summary:
The Transportation Department requests approval and execution of Supplemental Contract No.1 with Kimley-Horn
and Associates, Inc. to increase 1) the scope of work, 2) the work schedule, and 3) the lump-sum fee included in the
original contract dated July 14, 2011.
1)The additional scope of work includes re-designing the signal improvements for A.W. Grimes Blvd. at Creek Ridge
Blvd. to reduce utility conflicts and construction costs. The additional scope concerning new tasks adds Flashing
Yellow Arrow left-turn displays to the three new signals and retrofits three existing signals along University Blvd. In
addition, this task also includes planning and designing for Flashing Yellow Arrow upgrades to several signals along
Gattis School Rd. and Old Settlers Blvd. The final new scope item tasks the engineer with traffic analysis and plan
development for coordinated signal timings along University Blvd. from the IH-35 frontage roads to A.W. Grimes
Blvd. (FM 1460).
2) The work schedule will be increased to allow for the traffic study and timing plan development, which cannot
begin until after the new signals have been constructed and are operational.
3) The additional fee of $65,838.63 is comprised of $16,940.33 for increases to previous tasks and $48,898.30 for
new tasks. Of the $48,898.30 fee for new tasks, $6,355.00 is allocated for sub-consultant work on the signal
coordination study.

Subtask 8A. Field Observations
KHA will monitor operations at critical signals which will be determined in consultation with the City
staff. KHA will identify and note any operational challenges and improvement potentials at these
intersections.
Subtask 8B. Intersection Data
KHA will collect existing lane geometries, traffic control, speed limits, and signal phasing information
for each corridor and intersection listed above.
Subtask 8C. Photo Log

KHA will photograph the approaches to each intersection for verification of field data. These
photographs will be provided as an appendix to the final report.
Subtask 8D. Daily Traffic Volumes
KHA will collect directional 24-hour tube counts at up to two locations to determine daily and
weekend traffic peaking patterns along the project corridor.

Subtask 8E. Travel Time Runs
KHA will collect existing travel times from one end of the project corridor to the other end during AM
Peak, PM Peak, Off-Peak, and Weekend Peak periods. KHA will use this data to compute delay
savings after implementing proposed optimized signal timings along the corridor.
TASK 9.0 DEVELOP SYNCHRONIZED SIGNAL TIMING PLANS
KHA will perform the following tasks to develop synchronized signal timing plans for the corridors
listed in Task 8.0:
Subtask 9A. Base Models
KHA will develop base models using traffic simulation software Synchro 7.0 with existing signal
timings, lane geometries, and roadway speeds. Models will be created for each of AM Peak, PM Peak,
Off-Peak, and Weekend-Peak periods.

Subtask 913. Cycle Length Analysis
After setting up the base models, different cycle lengths will be analyzed using Synchro 7 to identify
the optimum system cycle lengths and lead/lag sequences for the corridor. The optimum cycle length
for the diamond interchange at IH-35 and University Blvd. will be determined using PASSER III
software.
Subtask 9C. Optimized Models
Optimized splits, offsets and phase sequences will be developed for the corridor to maximize green
bands for the AM, PM, Off Peak, and Weekend Peak period. The off peak period will be modeled by
factoring down the afternoon model using data from the 24 hour counts along the corridor. The green
band splits will be based on peak period traffic demand, with larger green bands favoring predominant
traffic flows.
The new timing plans will be discussed with City staff for their review and approval. Modifications
will be made to the timing plans based on the City's comments and a set of timing plans and time-
space diagrams will be presented to the City.
TASK 10.0 SIGNAL TIMING IMPLEMENTATION AND FINE TUNING
KHA will assist in the implementation of the signal timing plans as follows:
Subtask 10A. Lab Test
Each individual timing plan will be downloaded to a test controller at the City's traffic shop for testing
prior to implementation to prevent any glitches upon implementation in the field.
Subtask 10B. Input New Timings
KHA will input the proposed signal timing plans at each signal using new `pattern' numbers
preventing the need to overwrite existing coordination pattern. The initial implementation of the
timing plans will be done remotely via the City's ACTRA/TACTICS system to increase efficiency of
programming the controllers. k
Subtask 10C. Fine Tuning
After the proposed signal timing plans have been implemented, KHA will drive through the corridor
during each peak period (AM, Off-Peak, PM, and Weekend peak) to identify any modifications that
need to be made to the splits and or the offsets. Attention will be paid to vehicular delays and queuing
on minor streets. Upon completion of the fine tuning, KHA will update the City's ACTRA/TACTICS
database and deliver final timing plan sheets to the City.

TASK 11.0 FINAL REPORT AND MODEL SUBMITTALS

KHA will prepare a technical report detailing the methodology adopted, assumptions, and the results of
the study. The report will include a `Before' and `After' analysis measuring the overall improvement
to each corridor in terms of travel time savings and reduction in pollutants with the deployment of new
signal timing plans. Additionally, numerous appendices providing details of the data collection efforts,
signalized intersection reports using the Highway Capacity Manual (HCM) reporting feature of
Synchro 7,time-space diagrams, and timing sheets will be included as part of the report.
KHA will submit three (3) draft copies of the report to the City for review. Within ten (10) working
days of receiving review comments, KHA will finalize the report and provide three (3) copies to the
City. All reports will be signed and sealed by a Texas registered professional engineer.
All Synchro 7 models will be submitted to the City at the completion of the project.
