Consider an ordinance to dissolve the Community Development Advisory Commission Agenda Caption: (CDAC). (First Reading) Meeting Date: May 24, 2012 Department: Finance Staff Person making presentation: Cheryl Delaney Finance Director Item Summary: The Community Development Block Grant Program (CDBG) was developed in 1974 and works to ensure decent affordable housing and to provide services to the most vulnerable in our communities. CDBG is an important tool for helping tackle serious challenges facing our community. To be eligible for CDBG funding, activities must meet one of the three national objectives of the program which are: 1) benefit low to moderate income persons 2) prevention of slums or blight 3) meet and urgent need. The City of Round Rock CDBG Program is required by law to have a Citizen Participation Plan which contains the City's policies and procedures for public involvement in the Consolidated Plan process and the use of CDBG money. This Citizen Participation Plan must be available to the public. The Citizen Participation Plan was adopted July 9, 1998 and has been amended twice since then. The Community Development Advisory Commission (CDAC) was created and adopted at the same time as the Citizen Participation Plan to recommend allocations of Community f Development Block Grant fund and to review and recommend five year consolidated plans, one year annual action i plans and subsequent amendments to the plans to City Council. The Citizen Participation Plan was amended April 26, 2012 to include the dissolution of the CDAC. Expiration of this commission is effective September 30, 2012. Due to the Council's focus on improvements to City neighborhoods, CDBG funds will be directed towards neighborhood f enhancements.
