Utilities Director Item Summary: The City last updated the Water and Wastewater Impact Fees in January 2009. At that time, the City made a commitment to review the existing impact fees that new customers are charged for tying into the water and wastewater systems every three years. The current impact fees charged to new customers connecting to the City's water and wastewater system are $4,446 and $2,383 per Living Unit Equivalent (LUE) respectively. To update these impact fees, it requires the City to review and update the existing land use plan, annexation plan, and the water and wastewater system capital improvement/master plans. The City has recently completed the update to the Water and Wastewater System Master Plans which identifies the projects that are anticipated over the next ten years that have a direct influence on the new impact fees. These improvements have been included in the new impact fee calculation which actually represents a decrease in both the water and wastewater fees from the current fees. The proposed impact fees for new customers connecting to the City's water and wastewater system would be $3,889 and $2,073 per LUE respectively. If approved, these new impact fees will be assessed to new customers with plats recorded after August 1, 2012. A presentation of the final report of the proposed impact fees was made to the City's Capital Improvements Advisory Committee on April 11, 2012.
