Project Location Map PROJECT TASK 9 9. ADDITIONAL SERVICES FOR SCHEMATIC REALIGNMENT A. ROADWAY DESIGN 1. Revise Roadway Geometry, Engineer will revise roadway geometry of RM 620, access roads, and Chisolm Trail to straighten the alignment to the preferred alternative produced in SC#1. Engineer will update horizontal and vertical geometry of the schematic to ensure design criteria is met and sufficient clearance is maintained over the UPRR for the proposed bridge structure. Design will include a design configuration of the frontage road and/or U-turn in order to maintain access to Chisolm Trail south of RM 620. Engineer will provide revised layout of the "staged construction" showing the interim improvements over the railroad and an interim at-grade intersection improvement at Lake Creek Drive. Engineer will update the roadway typical sections and provide revised estimate of probable construction cost of both the interim and ultimate projects.. i 2. Revise Roadway Cross sections: Engineer will revise roadway cross sections based on the revised geometry to determine the ROW footprint and approximate retaining wall limits. 3. Additional Field Survey: Engineer will obtain additional field survey along Chisolm Trail and other needed areas outside of the previous project limits. f 4. Management and Coordination: Engineer will manage and coordinate the design of the realignment and submittal to TxDOT. Engineer will provide technical support to the .city regarding early ROW acquisition, including coordination meetings (four budgeted) with city staff, city attorney, TxDOT, and property owners. B. ENVIRONMENTAL { 1. New TxDOT Environmental Rules: On February 23, 2012, the TTC adopted new administrative rules relating to TxDOT's environmental process. As of April 16, 2012, projects must comply with the new process as outlined in Title 43, TAC, Chapter 2. Engineer will complete the required Scope and Environmental Checklist, attend up to three additional coordination meetings with TxDOT, and revised the Categorical Exclusion document per the new Environmental Rules. 2. Early ROW Acquisition -- Engineer will prepare documentation pertaining to early ROW acquisition and include it the Categorical Exclusion as required by TxDOT's Standards of Uniformity. Documentation will include justification of early ROW acquisition, alternatives analysis, environmental justice analysis, and description of business displacements. Corresponding exhibits will be created for the Categorical Exclusion. 3. Staged Construction — Engineer will prepare documentation pertaining to staged construction in the Categorical Exclusion. The project is now proposed to be constructed in three phases: Stage 1 - initial construction just over UPRR from Lake Creek Drive to IH 35; Stage 2 - interim improvements from Deepwood Drive to Lake Creek Drive; and Stage 3 - ultimate improvements from Deepwood Drive to Lake Creek Drive. Documentation will include a description of staged construction, the need for and purpose of staged construction, and consistency with local as state plans. Corresponding exhibits will be created for the Categorical Exclusion. 4. Coordination for Old Stagecoach Inn -- Engineer will coordinate with representatives of the Williamson County Historical Commission, City of - Round Rock Historic Preservation Department, and the City of Round Rock Historic Preservation Commission and facilitate a discussion of the displacement of the Old Stagecoach Inn. This task includes attending up to three meetings and providing meeting notes to attendees. t t 2 Y: s E r C. BOUNDARY SURVEY 1. Engineer will provide services for a Category 1A, Condition I, Land Title Survey of Lot 1, The Commons, a subdivision according to the plat of record in Cabinet G, Slide 81 of the Plat Records of Williamson County, Texas. A survey of this site will be initiated by researching the subject and adjoining properties in order to obtain deeds, plats or other documentation from the Williamson County. Deed Records which are necessary to determine the location of the boundaries. Field surveys will follow to locate and measure existing corner monuments, as well as buildings, fences and other significant visible improvements. Upon completion of the field survey, we will prepare a drawing of the property that will show the*perimeter bearings and distances around the tract, the area expressed in acres, corner monuments found or set, improvements, adjoining public rights-of-way, adjoining ownership, and any visible easements, to the extent such items can be graphically represented. Since the subject tract is a legally platted lot, a metes and bounds description of the property will not be included as part of the survey services. The survey will be certified in accordance to the recommended standards for a Texas Society of Professional Surveyors Category 1A, Condition I, Land Title Survey. y' r The actual certification as specified in the Manual of Practice for Land Y Surveying in the State of Texas, for a Category 1A, Condition I Survey is as ti follows: "This survey substantially complies with the current Texas Society of i Professional Surveyors Standards and Specifications for a Category 1A, Condition I Survey." Any additional services required beyond those specifically identified in this proposal are beyond the scope of services to be provided under this proposal. Any required additional services will be separately identified and negotiated and such additional scope and commensurate fee will be executed/authorized under a supplement agreement to this proposal/contract. Since that time, an alternative alignment has been identified which will remove the curve in the alignment of the road and eliminate the need for an additional at-grade crossing of the UPRR line. t i On January 6, 2012 the City Manager approved Supplemental Contract #1 with Halff Associates, Inc. in the amount of $19,797.56; the purpose of this supplemental contract was to determine if the new alignment was feasible. Subsequently, Halff Associates, Inc. determined that the new alignment was possible and that it would be easier and less expensive to construct, as much of the improvements could be built without impacting the existing traffic on RM 620/Round Rock Avenue. This supplemental contract with Halff Associates, Inc. in the amount of $88,897.38 will provide for the additional work necessary to complete the environmental analysis and right-of-way determination for this project, including the revised roadway alignment.
