I 7 WHEREAS, Section 545.352 of the Texas Transportation Code establishes prima facie t 8 reasonable and prudent speed limits for streets and highways situated in the state of Texas, and l 9 WHEREAS, Section 541.302 of the Texas Transportation Code authorizes the governing 10 body of a municipality to designate a reduced-speed zone on a street to facilitate the safe a 11 crossing of a street by children going to or leaving a public or private school, and 1 a 12 WHEREAS, the Council has determined that school speed zones should be established 2 13 on portions of the following streets, as listed below, Now Therefore 14 BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK, TEXAS: I 15 I. 16 That Chapter 42, Section 42-128, Code of Ordinances (2010 Edition), City of Round 1 l 17 Rock, Texas, is hereby amended to read as follows: 18 Sec.42-128.—School zones. (Reserved) 19 20 As authorized by state law, on the basis of an engineering and traffic investigation, the city hereby declares and 21 determines that certain speed regulations shall be applicable in school zones, in which event it shall be unlawful for 22 any person to drive a vehicle at a speed in excess of the speed so shown below when signs are posted with the 23 hours of operation or when a sign is posted with a flashing light giving notice thereof. Those streets and zone 24 boundaries described in the following tables are declared to be school zones for the purpose of this section. (Second Reading) E Meeting Date: July 26, 2012 € I Department: Transportation i Staff Person making presentation: Gary Hudder f Transportation Director i` l : Item Summary: s This ordinance is presented for City Council consideration and approval to re-establish all Reduced School Speed Limit Zones within the City of Round Rock. The Reduced School Speed Limit Zones active during the previous school year were repealed by the Council at the May 10th, 2012 Council Meeting by an ordinance that became active after June 4th, 2012-the week after the end of the school year. The new proposed Reduced School Speed Limit Zones to be re-established will create consistent times and lengths and have been coordinated with the Round Rock Independent School District and the Texas Department of Transportation. The purpose of the proposed Reduced School Speed Limit Zones is to protect elementary and middle school age children where they are expected to cross City collectors or arterials; or to create a heightened awareness in drivers on streets adjacent to elementary or middle school grounds. I The attached list of Reduced School Speed Limit Zones describes the locations, activation times, lengths, and reduced speed limit of each proposed zone. The attached maps illustrate the previous zones that will be re- established with no changes as well as those that will be eliminated or re-established with some adjustment to the limits of the zone.
