A 19 copy of the current personnel policies and procedures manual as amended from time to time by the City 20 Manager, shall be maintained in the office of the city clerk. 21 22 II. 23 A. All ordinances, parts of ordinances, or resolutions in conflict herewith are 3 24 expressly repealed. 25 B. The invalidity of any section or provision of this ordinance shall not invalidate other 26 sections or provisions thereof. 27 C. (First Reading) Meeting Date: July 26, 2012 Department: Administration Staff Person making presentation: Laurie Hadley } Assistant City Manager fi i Item Summary: The City of Round Rock's Human Resources Policies and Procedures Manual is currently adopted via Ordinance G-00- 11-09-9131. The manual contains all policies and procedures governing employment related issues within the City of Round Rock.The purpose of this manual is to provide employees with a comprehensive source of information on the formal policies and procedures to be followed as an employee. The policies themselves are designed to create a workplace that is efficient, united, responsive, and respectful. The manual in no way constitutes a contract between the City and its employees or changes the at will nature of employment with the City of Round Rock in any way. No manual can anticipate all circumstances that may arise, and will likely be revised from time to time. The last official amendment to the manual was November 9, 2000. Being that the general and final authority for human resources management rests with the City Manager, staff is recommending the policy no longer be adopted by the City Council, but rather approved by the City Manager. HR Director, Valerie Francois, and her staff have completed a much needed rewrite of the manual. It has been reviewed by the Legal Department and all department directors and is ready to be implemented. If the Council agrees with the City Manager approval, the most recent ordinance adopting the manual will need to be amended with the following: Sec.2-56. Employee personnel policies adept.
