RESOLUTION NO. R-12-08-09-G1
WHEREAS, the U.S. Department of Housing and Urban Development ("HUD") has grant
funds available to cities through the Community Development Block Grant Program, and
WHEREAS, the City of Round Rock adopted the 2009-2013 Community Development
Consolidated Plan (the "Plan") by Resolution No. R-09-07-23-1OBI on July 23, 2009, which identified
how the City would use federal resources to meet priority community needs, and
WHEREAS, the City of Round Rock has prepared the 2012-2013 Fourth Program Year Action
Plan, in accordance with the Plan and in compliance with HUD regulations, and
WHEREAS, the City Council authorizes the City Manager to execute any relevant
certifications in reference to the 2012-2013 Fourth Program Year Action Plan, and
WHEREAS, the City wishes to adopt said 2012-2013 Fourth Program Year Action Plan and
make application for the available grant funds for specific projects and activities identified in said Plan,
Now Therefore:
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the City Council hereby adopts the 2012-2013 Fourth Program Year Action Plan, a copy
of which is attached hereto as Exhibit "A" and incorporated herein for all purposes.
BE IT FURTHER RESOLVED
That the City Manager is hereby authorized and directed to execute on behalf of the City any
relevant certifications in reference to the 2012-2013 Fourth Program Year Action Plan.
The City Council hereby finds and declares that written notice of the date, hour, place and
subject of the meeting at which this Resolution was adopted was posted and that such meeting was
open to the public as required by law at all times during which this Resolution and the subject matter
hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act,
Chapter 551, Texas Government Code, as amended.

The Consolidated Plan Management Program (CPMP) Fourth Annual Action Plan
includes the SF 424 and Narrative Responses to Action Plan questions that CDBG,
HOME, HOPWA, and ESG grantees must respond to each year in order to be
compliant with the Consolidated Planning Regulations.

Executive Summary
The City of Round Rock will receive $482,431 in Community Development Block
Grant (CDBG) funds for the 2012-2013 Program Year. This is the fourth program
year to implement high priority activities that are identified in the Five Year
Consolidated Plan (2009-2013). Community Development Block Grant funds are
allocated to Public Service Activities, Public Facilities & Improvements, Fair Housing
Activities and Program Administration. Objectives and outcomes of the plan are
identified in Project Tables, shown in Tab 4 Exhibit"B" and will be carried out in the
Program Year 2012-2013 (October 1, 2012 — September 30, 2013).
During the development of this plan, the City held three public hearings to solicit
input from residents and social services providers on the need in Round Rock. Public
services, park and recreational facilities, affordable housing, were identified as
community needs. One comment was received and accepted.
On May 3, 2012 the Community Development Advisory Commission made the
funding recommendations that are identified in the Fourth Program Year Action Plan
(the plan). There are limitations on the portion of the City's entitlement that can be
spent on certain activities.
The City may obligate up to 20% of the current year's allocation ($482,431) plus
20% of the current year's anticipated program income for eligible and reasonable
planning administrative costs. [25 CFR 570.200(8)]
The City may obligate up to 15% of the current year's allocation ($482,431) plus
15% of the prior year's program income for public services. [24 C.F.R. §
570.201(e)(1)].
Applications for public services totaled $70,656, only up to 15% ($72,365) can be
allocated to public services and up to 20% ($96,486) for program administration.
Applications for housing and infrastructure projects totaled $1,539,400.

In addition to funding caps, other federal requirements will be considered to
determine if a project is eligible for funding. Any project or activity must meet one
of the three (3) National Objectives to be eligible [24 C.F.R. § 570.200(a)]: 1)
benefit low and moderate income persons; or 2) prevent slum or blight; or 3) meet
an urgent need (per HUD's definition).
The activities in this Plan meet the criteria for funding and the CDBG program goals
and objectives. Location maps show census tract boundaries and the percentages of
low to moderate income persons who reside in the target area are shown in Exhibit
"D" located in Tab 6.
Fourth Program Year Action Plan
This document was created by using the CPMP tool and is designated to address all
Federal statutory requirements, including the new performance measurements.
Activities identified in this Plan meet the requirements of the HUD Outcome
Performance Measurement System and National Objectives. Table 1 on page 3
identifies the recommended activities and Community Development Block Grant
funding for Program Year Four of the 2009-2013 Consolidated Plan.

postage, printing, and dumpster rental for neighborhood cleanup of three low to
moderate income neighborhoods.

The priority needs were determined from consultation with City staff, needs
assessment public hearings and local service providers. The key factors affecting the
determination of the priorities included: 1) the types of target income households

with greatest need for assistance; 2) those activities that will best address the
needs; and 3) the limited amount of funding available to meet those needs.
In this Annual Action Plan, the City sets forth a specific plan for activities that it will
pursue using CDBG funds during the Program Year (October 1, 2012 to September
30, 2013). These activities address the highest priorities mentioned in the Priority
Needs Summary Table in the 2009-2013 Consolidated Plan and estimate that 100%
of funds will be dedicated to the target area projects and that these funds assist a
large number of residents in Round Rock.
The priority ranking system for housing and community development needs is as
follows:
• High Priority: Activities assigned high priorities are expected to be funded
during the five-year period.
• Medium Priority: As funds are available, activities that are medium priority
are expected to be funded.
• Low Priority: Activities assigned low priorities are not expected to be funded
during the five-year period. The City may support application for public s
assistance by other agencies if those activities conform to the Consolidated
Plan.
• No such need: The City has determined that there is no need for these
activities in the community. Funding will not be provided and applications by
other agencies will not be supported.

Performance Measurement System
The City of Round Rock is using the three (3) main components of the HUD Outcome
Performance Measurement System: Objectives, Outcomes and Indicators.
The HUD Outcome Performance Measurement System offers three (3) possible
objectives for each activity: Decent housing, a suitable living environment and
expanded economic opportunities.
The second component is closely related to the objectives. The program outcome
helps further refine the grantee's objective and is designed to capture the nature of
the change or the expected result of the objective that a grantee seeks to achieve.
The three outcomes are: Availability/Accessibility, Affordability and Sustainability.
There are some common indicators that will be reported for nearly all program
activities. The four common indictors are:

1. Amount of money leveraged from other Federal, state, local and private
sources, per activity.
2. Number of persons, households, businesses, units or beds assisted as
appropriate.
3. Income levels of persons or households by: 30 percent, 50 percent, 60
percent, or 80 percent of area median income.
4. Race, ethnicity, and disability data for activities that currently report these
data elements.

The City has developed these performance measures in accordance with the Final
Rule for 24 CFR Parts 91.220 and 91 as well as utilizing IDIS to track the outputs
and outcomes of each project and activity.
Underserved Needs
The City of Round Rock will invest its CDBG funds primarily in areas where the
percentage of low and moderate income (LMI) persons is 47.4% or higher.
Generally, the LMI percentage required for CDBG eligibility is 51%. However, in
some communities, such as Round Rock, there are none or very few areas in which
the 51% of the residents are low and moderate income. For these grantees, the
CDBG law authorizes an exception criterion in order for such grantees to be able to
undertake area benefit activities. In this program year projects and activities are
located east of Interstate 35 and reside in low to moderate income census tracts.

Exhibit"D".
Despite efforts, there remain a number of significant obstacles to meeting
underserved needs. The obstacles to meeting these needs in Round Rock are:
Need for transportation to existing services and childcare exceed available
services
With ongoing cutbacks to public services, individuals and families will be hard
pressed to meet their needs for affordable housing and other community
development assistance
• Population growth
• High cost of housing
In the next program year the City of Round Rock will allocate the $482,431 in
Community Development Block Grant funds to Public Service projects, Housing &
Fair Housing Activities, Infrastructure Projects and Program Administration.
Managing the Process
The City of Round Rock Office of Community Development serves as the lead agency
for the Consolidated Plan and administration of the CDBG Funds. The following
agencies were in attendance at the Needs Assessment Public Hearing and provided
comments on the development of the annual plan. Feedback from these agencies
assisted the Community Development Advisory Commission in the development of

In order to enhance coordination between public and private housing, health and
social service agencies, the City of Round Rock Office of Community Development
will continue to attend the monthly Williamson County Non-Profit Networking
Meetings. These meetings are a great resource to the Office of Community
Development as well as to other non-profit and social service agencies in the Round
Rock and Williamson County Area. These meetings help identify the needs in the
community and also the resources that are available to meet these needs.
Citizen Participation
The Citizen Participation Plan was adopted in 1998. The Citizen Participation Plan
details procedures to follow for public hearings, plan amendments, reporting
information, and public accountability. Citizen participation was obtained through
public hearings.
The City held three (3) public hearings to solicit input from residents and social
service providers on the needs in Round Rock. Those meetings were held at the

In an effort to reach as many residents as possible, the City of Round Rock
advertised the public hearing notice in Spanish as well as in English. The flyers and
the invitation letter were sent out and distributed in Spanish as well. The invitation
letter and flyers were mailed and/or emailed to over 100 non-profits, social service
agencies and faith based agencies in Round Rock. These flyers were also posted at
the Alan R. Baca Senior Center, the Round Rock Housing Authority and the Round
Rock Public Library.
Notice of these public hearings was published in the local newspaper, the Round
Rock Leader, in English and Spanish on Saturday, January 14, 2012. The public was
advised in these publications that the City of Round Rock is compliant with the
Americans with Disabilities Act (ADA) and Section 504 of the Rehabilitation Act of i
1973 as amended. Anyone needing reasonable modifications and equal access will be
accommodated and anyone needing a sign language interpreter will be provided one.
Several members of the Community Development Advisory Commission attended
Produce Distribution Day at the Round Rock Area Serving Center. They passed out
flyers inviting them to the needs assessment public hearings. y

The Annual Plan was made available for public review and comment on May 22,
2012. The thirty (30) day comment period ended June 21, 2012. The public hearing
on this plan was held before City Council on June 28, 2012 in the City Council
Chambers at 221 East Main Street, Round Rock, Texas at 7:00 p.m.
Institutional Structure
Public Sector
City of Round Rock, Office of Community Development
The Office of Community Development is responsible for the administration of the
programs funded with CDBG funds. This office has primary responsibility for
managing and implementing the City's affordable housing programs, the
Consolidated Plan programs and related documents. The Community Development
Office is under the direction of the City's Finance Department.
Other City departments also involved in providing services include Code
Enforcement, Parks & Recreational Department and the Public Works Department.
Other agencies that help address the needs of the community are:
Round Rock Housing Authority
The Round Rock Housing Authority administers the Housing Choice (Section 8)
Voucher Program. The City works in close consultation with the Housing Authority
regarding public housing issues in Round Rock.
The Round Rock Development Cooperation is a 501(c)(3) non-profit organization
established by the Housing Authority for the purpose of purchasing and developing
affordable housing.
Williamson County and Cities Health District (WCCHD)
WCCHD offers a variety of services to Round Rock and Williamson County residents,
including:

Private Sector
The private sector is an important collaborator in the services and programs
associated with the Consolidated Plan. The private sector brings additional resources
and expertise that can be used to supplement existing services or fill gaps in the
system.
Lenders, affordable housing developers, business and economic development
organizations, and private sector providers offer a variety of assistance to residents
such as health care, small business assistance, home loan programs and assisted
housing among others. An example of one of these businesses is the Small Business
Development Center which provides resources to local and start-up businesses.
Monitoring
The following objectives are used in order to ensure that the activities in the annual
plan are carried out in a timely manner in accordance with the federal monitoring
requirements of 24 C.F.R. § 570.501(V) and 24 C.F.R. § 85.40 and all other
applicable laws, regulations, policies, and sound management and accounting
practices.
• To assure that sub-recipients are carrying out their program/projects as
described;
• To assure that sub-recipients are implementing the program/project in a
timely manner;
• To assure that sub-recipients are assessing costs to the program/project
which are eligible under CDBG regulations and the contract;
To assure that sub-recipients are conforming with other applicable laws,
regulations, and terms of the agreement;
To assure that their program/project is operating in a manner that minimizes
the opportunity for fraud, waste, and mismanagement;
• To assure that sub-recipients have the capacity to carry out the approved
project/program;
The City of Round Rock CDBG Staff has developed a tracking sheet for each sub-
recipient. The sheet tracks the expenditures and performance measures on a
monthly basis. If the sub-recipient is not meeting the expenditure timeline or
meeting the proposed goals, they may not be considered for future funding. In
addition, the City of Round Rock CDBG Staff monitors each sub-recipient on a yearly
basis.
The City will track and report on its progress toward meeting its housing and
community development goals. On an annual basis, City staff will prepare a
Consolidated Annual Performance and Evaluation Report (CAPER) that summarizes
progress on goals and priorities in the Consolidated Plan and Annual Action Plan.

Lead-based Paint
The majority of residential housing development in Round Rock occurred after the
use of lead-based paint was banned; however, some areas of the community may
have some homes with lead-based paint.
With the implementation of the Minor Home Repair Program, the program policy and
procedures manual addresses compliance with the Residential Lead Based Paint
Hazard Reduction Act of 1992 (Title X) and subsequent changes in September, 1999.

The City of Round Rock Office of Community Development Home Repair Program
assisted seven homeowners with repairs during the 2011-2012 program year. This
program assisted low to moderate income residents that otherwise could not afford
to make the much needed improvements to their homes. Not only did this bring the
homes up to plumbing and electrical code but also prevented neighborhood
deterioration and promoted neighborhood stabilization.
Neighborhood revitalization and preventing neighborhood deterioration is a high
priority with the City of Round Rock. Neighborhood revitalization and the prevention
of deterioration were named as a specific citywide goals and the City has allocated
$500,000 in other funds to target neighborhoods that have started to show signs of
deterioration.
In an effort to continue the prevention of neighborhood deterioration, the Round
Rock Area Serving Center has been funded for a Neighborhood Clean Sweep in three
low to moderate income neighborhoods in the 2012-2013 Program Year. Funds will
be used to pay for a part time coordinator, purchase materials and supplies, rental of
equipment and postage and mailings needed to coordinate and organize these
neighborhood clean ups.
The Home Repair Program is listed as an alternate project to be utilized if funding
becomes available.

Needs of Public Housing
The Round Rock Housing Authority was established in 1966, with the first
development being built in 1972. Today the Housing Authority owns 100 units and
administers 125 Section 8 Housing Choice Vouchers. Approximately 200 persons are
assisted through these programs
The Round Rock City Council appoints a five member board, including a resident
board member that oversees the organization. Each board member serves a two
year term.
The Housing Authority's mission is to provide safe, affordable housing to families and
individuals of the greater Round Rock area; and provide education and training
opportunities that empower residents to reach self-sufficiency with dignity.
The Round Rock Housing Authority was awarded $77,430.00 in CDBG funds in May
2008 to renovate its community room and office space at 1505 Lance Lane. There
had been no significant upgrades to this facility since it was constructed in 1972.
This money was used to enclose an existing patio area and convert it to additional
space for the "Neighborhood Outreach Center". The Neighborhood Outreach Center
provides free internet access and computer terminals, after school mentoring and
tutoring as well as education and training opportunities to its.residents.
Consultants hired by the Housing Authority continue to explore opportunities for new
housing. The first option is to locate suitable and affordable land to build additional
family units. The second option is to renovate the existing properties located at
1505 Lance Lane; 1100 Westwood Drive; and 1007 Cushing Drive.
The City of Round Rock Office of Community Development amended the 2010 budget
and re-allocated funds to the Round Rock Housing Authority in the amount of
$136,052 for a Neighborhood Facility Improvement Project at the three (3) locations.
The project included the following:
• Playground structure and gazebo/pavilion at 1505 Lance Lane
• Gazebo/pavilion at 1007 Cushing Drive
• Swing set and bicycle rack at 1100 Westwood Drive
The Housing Authority owns twelve scattered sites (single family homes) that it
intends to sell with first option to purchase going to the occupying tenants. These
tenants are part of the Section 8 Housing Choice Voucher program and will
participate in programs offered by the Housing Authority to prepare them for the
financial responsibility of home ownership.

otherwise performing poorly.

Barriers to Affordable Housing
The City of Round Rock is committed to removing or reducing the barriers to
affordable housing whenever possible. Zoning standards for multifamily tracts have
been amended that will allow redevelopment of existing multifamily public housing.
Prior to the zoning amendment, all three public housing developments had density
and acreage that did not meet the current standards. The Round Rock Housing
Authority can now proceed with it plans to redevelop its properties.
Habitat for Humanity, although not funded for CDBG Program Year 2012-2013, will
continue the Land Acquisition for the Construction of Affordable Housing for low
income families program. Habitat purchased five lots with CDBG funds and plans to
construct homes on these lots during CDBG Program Year 2012-2013.
HOME/ American Dream Down payment Initiative (ADDI)
The City of Round Rock does not receive HOME/ADDI funds.
Specific Homeless Prevention Elements
Though Round Rock has a very small visual homeless population, the loss of a job,
an increase in rent, an eviction or domestic violence situation can easily lead to
homelessness for many low income individuals and families. The Round Rock Area
Serving Center provides low income individuals assistance with mortgage, rent,
prescriptions, food and emergency shelter in an effort to prevent homelessness.
Priority Homeless Needs
The City and local service providers have identified the provision of direct assistance
(e.g. food and clothing) and supportive services to help those potentially at risk of
becoming homeless as key priorities for homeless assistance and prevention over the
five year period.
Homelessness is a regional issue and is best addressed countywide through the
efforts of both Williamson and Travis Counties and local jurisdictions. Since Round
Rock's emergency shelter only provides temporary facilities for displaced women and
children, the City will work with area providers to address its share of the homeless
need through facilities and services provided at the regional level.
The City of Round Rock continues to fund the Round Rock Area Serving Center with
CDBG and general funds. The Round Rock Area Serving Center gives assistance to
residents that are potentially at risk of becoming homeless with mortgage , utility
and prescription assistance and with clothing and food vouchers.
Emergency Shelter Grants (ESG)
The City of Round Rock does not receive Emergency Shelter Grant (ESG) Funds.

Priority housing and supportive service needs of persons who are not homeless-but
require supportive housing (i.e. elderly, persons with disabilities (mental, physical,
developmental) persons with alcohol or other drug addiction, persons with HIV/AIDS
and their families, and public housing residents) are available through a limited
amount of resources provided through Bluebonnet Trail MHMR and Trinity Care
Nursing Home. The City of Round Rock also provides the Round Rock Housing
Authority, Williamson-Burnet Counties and Cities Opportunities, and the Williamson
County Health District with funds to address Non-homeless Special Needs residents
in Round Rock.
Housing Opportunities for People with AIDS
Round Rock does not receive HOPWA funding. Any housing in this area for persons
with HIV/AIDs is funded privately or assisted through the Interfaith Care Alliance.

Round Rock will continue dialogs with the Interfaith Care Alliance and other local
agencies that deal directly with housing issues for this target population and assist
when possible with housing needs with its Home Repair Program.
�Other Narrative
The City of Round Rock amended their Citizen Participation Plan to include "Alternate
Projects" in this and future annual action plans. By adopting alternate project(s) if a
selected project has delays or cost burdens, one of the alternate projects will be
ready to take its place and Citizen Participation Requirements would have been met
when the plan was approved.
The City of Round Rock has also decided to allocate City funds to hire a company to
conduct surveys of target neighborhoods to determine if they are now primarily low
to moderate income areas. These neighborhoods are located in census tracts that
were not classified as low,to moderate income areas in the 2000 census. In order to
fund future CDBG eligible projects in these areas, surveys will be conducted this year
to determine if income levels of residents living in these neighborhoods have
changed. Once results are available, this information will be included in the 2011-
2012 CAPER and in the future annual action plans.

The jurisdiction will not attempt to recover any capital costs of public improvements assisted with
CDBG funds, including Section 108, unless CDBG funds are used to pay the proportion of fee or
assessment attributable to the capital costs of public improvements financed from other revenue
sources. In this case, an assessment or charge may be made against the property with respect to the
public improvements financed by a source other than CDBG funds. Also, in the case of properties
owned and occupied by moderate-income (not low-income)families, an assessment or charge may be

implement, to the maximum extent practicable and where appropriate, policies
and protocols for the discharge of persons from publicly funded institutions or

discharge from immediately resulting in homelessness for such persons. I further
understand that state and local governments are primarily responsible for the
care of these individuals, and that ESG funds are not to be used to assist such
persons in place of state and local resources.

Instructions Concerning Lobbying and Drug-Free Workplace Requirements
Lobbying Certification
This certification is a material representation of fact upon which reliance was placed when this transaction
was made or entered into. Submission of this certification is a prerequisite for making or entering into
this transaction imposed by section 1352,title 31, U.S. Code. Any person who fails to file the required
certification shall be subject to a civil penalty of not less than $10,000 and not more than $100,000 for
each such failure.
Drug-Free Workplace Certification
1. By signing and/or submitting this application or grant agreement,the grantee is providing the
certification.
2. The certification is a material representation of fact upon which reliance is placed when the agency j
awards the grant. If it is later determined that the grantee knowingly rendered a false certification,
or otherwise violates the requirements of the Drug-Free Workplace Act, HUD, in addition to any other
remedies available to the Federal Government, may take action authorized under the Drug-Free

Dear Community Leader,
I would like to take a moment to invite you and other representatives from your
organization to our citywide "Conversation about Community Needs in Round
Rock". The Round Rock Community Development Advisory Commission is
hosting two different meetings in efforts to exchange information and ideas about
serving our low to moderate income residents in our community. The first
meeting will target the "Nonprofit's Perspective," which will be held on
Thursday, February 2, 2012 at 6:30pm. The second meeting will target "The
People's Perspective," which will be held on Thursday, March 1, 2012 at
6:30pm. Both of these meetings are official public hearings and both will be held
at the Round Rock Public Library in Room C.
The main purpose of these meetings is to gain a better understanding of and
identify the community's needs that are not being met. The information and

presentations will be a great opportunity to develop ideas for new initiatives and
partnerships to address the unmet needs of the community.

We are inviting leaders from local non-profit organizations, faith communities,
neighborhood associations, and any individual citizens who would like to share
in this conversation.
At the "Nonprofit's Perspective" meeting on Thursday, February 2nd at 6:30pm, t
we will ask representatives of each organization to provide a brief overview of #'
the types of services they provide and any emerging needs they see in working
with low to moderate income residents in Round Rock. We encourage you to
invite any staff and/or volunteers who typically work with those individuals in
need. Each speaker will be limited to three (3) minutes to allow everyone an
equal opportunity to speak. Please feel free to bring any organizational materials .

At the "The People's Perspective" meeting on Thursday, March 1st at 6:30pm,
we would like to hear from individuals in our community who are willing to
share their personal needs, their family needs, or the needs of their neighbors in
Round Rock. You may know of any individuals, perhaps through your
organization, who would like to speak about the needs they are personally aware
of, please encourage them to attend the Thursday, March 1st meeting. We will

have a Spanish translator on hand at both meetings to assist any Spanish-
speaking attendees who would like to share their opinions.
The information gathered at the meetings will help guide the City regarding
distribution of the Community Development Block Grant (CDBG) funds and

hope to receive will ultimately be valuable to the participants, as well as, to our
community.

There is a need in Round Rock for services that assist the Rental Community.
There is a need for Fair Housing Education in the city of Round Rock
The Austin Tenants Council receives hundreds of calls from Round Rock citizens
asking for help with Landlord/Tenant and Fair Housing problems every year.
• Renter households represent 13,287 (38 percent) of all households in Round Rock
(U.S. Census Bureau, 2010 Census). y
• 44.8 percent of renter households in Round Rock suffer a cost burden (housing costs, i
including utilities, in excess of 30 percent of household income) (U.S. Census Bureau,
2010 American Community Survey); and Renters are 2.5 times more likely to
experience cost burden than are homeowners. 39.2 percent of renters (compared to
15.9 percent of owners) paid more than 30 percent of their income on housing (City
of Round Rock 2009-2013 Consolidated Plan).
The lack of affordable housing coupled with a large renter population makes tenants F
especially vulnerable. Landlords can consider tenants expendable because they are
easily replaced.When a tenancy is not valued, a landlord has little incentive to
recognize the legitimacy of a tenant's rights.Any tenant that pursues those rights can be
replaced with someone who will not. Landlords are less willing to maintain their rental
property, ignore repair requests, and retaliate against the tenants that demand
necessary maintenance.

Because of the high housing cost burden, many tenants are unable to pay the rent and are
quickly evicted, often illegally.ATC regularly assists tenants who have been locked out, had
their door taken off the hinge, had their utilities illegally shut off,and/or had their personal
property seized improperly by the landlord. The result is an increase in the number of
households at risk of becoming homeless and a decaying housing stock with all of the
attendant social and economic consequences for the community.

Item Summary:
The Community Development Block Grant Program (CDBG) was developed in 1974 and works to ensure decent
affordable housing and to provide services to the most vulnerable in our communities. CDBG is an important tool
for helping tackle serious challenges facing our community. To be eligible for CDBG funding, activities must meet
one of the three national objectives of the program which are 1) benefit low to moderate income persons 2)
prevention of slums or blight 3) meet an urgent need.
The City is required to adopt an Annual Action Plan for the City of Round Rock's Community Development Block
Grant Program (CDBG). The City of Round Rock has been awarded $482,431 in CDBG funds for Program Year 2012-
2013 (October 1, 2012—September 30, 2013).
During the development of this plan, the City held three public hearings to solicit input from residents and social
services providers on the needs in Round Rock. Public services, parks and recreational facilities, and neighborhood
facility improvements were identified as community needs.
On May 17, 2012 the Community Development Advisory Commission made the funding recommendations that are
identified in the Fourth Program Year Action Plan. There are limitations on the portion of the City's entitlement that
can be spent on certain activities. See page 4 Table 1 for the funding allocations.
This Annual Plan outlines the projects and objectives that will assist the low-to-moderate income residents of Round
Rock. Projects include public services, parks and neighborhood facilities, neighborhood facility improvements and
program administration. This plan also includes housing and park improvement activities as two alternate projects.
Staff is requesting approval of this plan to include the proposed projects. A public hearing on this plan was held
before City Council on June 28, 2012. This plan is due at HUD on August 15, 2012. This is the fourteenth year that
the City has received CDBG funds and the fourth year of the 2009-2013 Consolidated Plan.
