WHEREAS, the City of Round Rock has previously entered into a Contract for Engineering
Services for Special Projects ("Contract") with HDR Engineering, Inc.; and
WHEREAS, HDR Engineering, Inc. has submitted Supplemental Contract No. 1 to the
Contract to modify the provisions for the scope of services; and
WHEREAS, the City Council desires to enter into said Supplemental Contract No. 1 with
HDR Engineering, Inc., Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the Mayor is hereby authorized and directed to execute on behalf of the City Supplemental
Contract No. 1 to the Contract with HDR Engineering, Inc., a copy of same being attached hereto as
Exhibit"A"and incorporated herein for all purposes.
The City Council hereby finds and declares that written notice of the date, hour, place and

subject of the meeting at which this Resolution was adopted was posted and that such meeting was
open to the public as required by law at all times during which this Resolution and the subject matter
hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, {
Chapter 551, Texas Government Code, as amended.

Article 3, Contract Term shall be amended so that the contract term shall terminate at the close of
business day on August 31,2013.

Article 4. Compensation shall be amended by increasing by $50,000.00 the maximum amount
payable under the Contract for a total of$300,000.00.

ADDENDUM TO EXHIBIT B
Engineering Services
The work to be performed by HDR Engineering, Inc. (ENGINEER) under this supplemental
contract shall primarily involve engineering services for various transportation projects within
the City of Round Rock, Texas.
CONTRACT CONSTRAINTS AND CONDITIONS
A. The CITY will be the principal point of contact for public or private inquiries regarding
the project.
B. The ENGINEER shall obtain CITY's approval prior to beginning any work order.
C. The ENGINEER will solicit and secure written permission for entry prior to performing
any work outside the existing right-of-way line.
D. The ENGINEER will complete work as per City of Round Rock standards and
specifications.

TASK OUTLINE
Task 1:Project Management

A. Prepare project correspondence including reports, record keeping, letters as necessary r
depending on the specific work order.
B. Prepare monthly invoices when a work order is in progress.
C. Attend progress meetings as required during the duration of the project.
D. Attend meeting with CITY staff to review results of work order deliverables.
Task 2: Work Order Tasks
- The ENGINEER shall provide the following typical services that are expected under this
contract:
A. Preliminary engineering studies and reports. ! t'
B. Topographic surveys. (No subsurface utilities are included)
C. Traffic counts.
D. Schematic development.
E. Exhibits for meetings.
F. Right-of-way documents.
G. Preparation of Plans, Specifications, & Estimates (PS&E) for roadways, pavement

H. Traffic modeling and simulations.
1. Programming assistance and construction cost estimates.
J. Review of PS&E and associated documents prepared by others.

K. Environmental services and assistance.
L. Preliminary review of plans for compliance with Transportation Management Program
(TMP)requirements.
M. Utility identification and coordination. (No subsurface utilities are included)
N. Perform other engineering tasks as required by specific work orders.
It should be noted that due to the nature of the contract, all of the above services may not be
required of any single work order, but a combination of these may be required depending upon
the nature of the work. The specific services to be provided will be finalized during the
execution of the work orders.
Task 3: Ouality Control ReWeiv
A. Provide quality control reviews of deliverables prior to submittal to the CITY. A specific
quality control plan will be developed for each assignment.

Item Summary:
On March 10, 2011 the City Council executed an engineering contract with HDR Engineering Inc. to provide
Engineering Services for Special Projects. This is a contract included such services as schematic design, traffic z,
modeling and simulations, utility identification and coordination, as well as other preliminary engineering services j
related to planning and administrative work for the roadway network. The maximum amount payable under this
contract was$250,000;to date, $193,283 of these funds have been obligated. t'

Some of the projects which have been undertaken with this contract include revisions to the Transportation Criteria '
Manual, surveys of the Union Pacific Railroad right-of-way where it conflicts with McNeil Road, construction plans 1
for the University Boulevard right turn lane at Sunrise Road, and schematic design of the right turn lanes on Red Bud
Lane at Forest Creek Drive and Gattis School Road. While this contract expired on July 31, 2012, some of the work
authorized under this contract is ongoing including construction phase services for the University right turn lane and
the revisions to the Transportation Criteria Manual.
This supplemental contract with HDR Engineering Inc. will extend the contract time until August 31, 2013, and it will
increase the maximum amount payable under this contract by $50,000, so that the total contract amount cannot
exceed $300,000. 4,
