WHEREAS, the U.S. Department of Interior — Bureau of Reclamation had previously made
grant funds in the amount of $858,000.00 available to the City of Round Rock through approval of
City's application under the 2012 Title XVI Water Reclamation and Reuse Program for the purpose of
completing the Williamson County Water Reclamation and Reuse Project; and
WHEREAS, the U.S. Department of Interior — Bureau of Reclamation now wishes, by
approval of a modification document, to make additional grant funds in the amount of $954,083.00
available to the City of Round Rock under the same application approval, for a total amount of grant
funds of$1,812,083.00, Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the modification document numbered MOD NUMBER 004 entitled "United States
Department of the Interior Bureau of Reclamation Assistance Agreement" be approved, a copy of said
document being attached hereto as Exhibit "A" and incorporated herein for all purposes, thereby
increasing the original funding amount of$858,000.00 by an additional $954,083.00 for a total amount
of $1,812,083.00 which the Bureau of Reclamation is obligated to fund to City relative to the
Williamson County Water Reclamation and Reuse Project.
The City Council hereby finds and declares that written notice of the date, hour, place and
subject of the meeting at which this Resolution was adopted was posted and that such meeting was
open to the public as required by law at all times during which this Resolution and the subject matter
hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act,
Chapter 551, Texas Government Code, as amended.

Notice of Reduction in Scope of Work: the modification removes Phase I of the
Williamson County Water Reclamation and Reuse Project from the Scope of Work.
Phase I was completed under a separate agreement between the City of Round Rock
and the Bureau of Reclamation, Cooperative Agreement No. R10AC60R43.
Notice of Reduction in Total Estimated Amounts of Funding: the modification
reduces the Total Estimated Amount of Funding for both the City of Round Rock and
the Bureau of Reclamation.
The City of Round Rock's Total Estimated Amount of Funding is changed from
$14,330,495.00 to $5,682,609.59 (see Block 12 of United States Department of the
Interior, Bureau of Reclamation, Assistance Agreement signature page).
The Bureau of Reclamation's Total Estimated Amount of Funding is changed from
$4,776,832.00 to $2;248,146.01 (see Block 12 of United States Department of the
Interior, Bureau of Reclamation, Assistance Agreement signature page).
These changes are a result of the removal of Phase I of the scope of work and updated z
budget numbers (see Attachment II for detailed budget).

Performance reports are hereby required on a semi-annual basis. The Bureau of
Reclamation has received the June of 2012 performance report. The City of Round t'
Rock's subsequent performance report is due October 30, 2012 for the reporting period
ending September 30, 2012.
Financial reports are hereby required on a semi-annual basis. The Bureau of
Reclamation has received the June 2012 Financial Report. The City of Round Rock's
subsequent performance report is due October 30, 2012 for the reporting period ending
September 30, 2012.

Notice of Cost Share Information: Public Law 108-316 states the Federal Cost Share
of this project will not exceed 25% of the total project costs.
Under Cooperative Agreement No. R08AC60018, project expenditures associated with
pre-construction activities totaled $423,077.00. Reclamation's share of project costs
was $105,769.25 (25 percent), and Round Rock's share was $317,307.75 (75 percent).
Under Cooperative Agreement No. R10AC60R43, project expenditures associated with
Phase I construction are projected to total $6,185,108.29 as of August 7, 2012.
Reclamation's share of project costs is $1,228,575.00 (19.86 percent), and Round
Rock's share is $4,956,533.29 (80.14 percent). As of August 7, 2012, a balance of
$357,702.07 remains in Federal funds owed to Round Rock in order to bring the
Phase I Federal cost-share to 25 percent.
Under this modification, this remaining $357,702.07 balance is hereby added to the
$1,876,797.93 Federal share (25 percent) of project costs associated with Phases II-V.
Reclamation withheld $123,000 in funding for administration of the award. This is
considered a project cost and must be cost shared by the City of Round Rock. Round
Rock's share is $92,250 and under this modification, this funding is hereby added to the
Round Rock's obligation amount bringing the total Federal cost-share to $2,142,376.76.
Therefore, the non-Federal cost-share is hereby changed to $5,365,321.99.

Scope of Work for Reuse Water Phase II
Design and construction of a 24-inch reuse water transmission main beginning at the north end
of phase I—24-inch Old Settlers Park reuse water transmission main; the pipeline will follow
northerly up the future"Arterial A"right-of-way through"Avery Centre east"to CR 112,then,
the pipeline will head west along CR 112 crossing under FM 1460 (with a 42"bore) and
connecting to an existing 16-inch reuse water line in the Avery-Nelson right-of-way. The total
length of pipe is about 11,000 linear feet of 24-inch reuse water transmission main.
Scope of Work for Reuse Water Phases IVA& IVB
Design and construction of a 16-inch reuse water transmission main beginning at the north end
of the existing reuse water transmission main in college park drive; then, the pipeline will follow
northerly up College Park Drive right-of-way for approx. 2,400 linear feet; then, it will follow
west in tract 1, a 30-foot wide tract, for approx. 900 linear feet and then continue onto tract 2 and
connect to a 1.25 million gallon elevated reuse water tank. In addition, 3.0 mgd pumping
capacity will be added to the pump station at the reuse water treatment facility.

Scope of Work for Reuse Water Phase V F
This Phase will extend the existing reuse waterline from the west end of an existing 24-inch
reuse water line and extend west for approx. 4,220 linear feet as an 8-inch reuse water line. The
Phase V reuse water line will run under FM 1460 and continue west until its termination at the
Round Rock School District Stony Point High School. This reuse line will have the capacity to
deliver 1.0 million gallons per day(mgd).

Item Summary:
The City of Round Rock is in the process of constructing a reuse water system in the northeast area of the City. This
reuse water system will help accelerate the conversion of effluent reuse water at locations now using potable
drinking water for irrigation purposes and will free up current and future sources of raw and potable drinking water.
The U.S. Department of Interior — Bureau of Reclamation had previously made grant funds in the amount of
$858,000 available through Assistance Agreement Number R08AC60018 to the City of Round Rock under the 2008 s
Title XVI Water Reclamation and Reuse Program for the purpose of continuing to expand the City's Water
Reclamation and Reuse Project. The Bureau of Reclamation now wishes to make additional grant funds in the
amount of $954,083 available to the City of Round Rock through a Modification of the Agreement, for a total
amount of grant funds of$1,812,083. The modification document numbered MOD NUMBER 004 entitled "United

Notice of Reduction in Scope of Work: the modification removes Phase I of the
Williamson County Water Reclamation and Reuse Project from the Scope of Work.
Phase I was completed under a separate agreement between the City of Round Rock
and the Bureau of Reclamation, Cooperative Agreement No. R10AC60R43.
Notice of Reduction in Total Estimated Amounts of Funding: the modification
reduces the Total Estimated Amount of Funding for both the City of Round Rock and
the Bureau of Reclamation.
The City of Round Rock's Total Estimated Amount of Funding is changed from
$14,330,495.00 to $5,682,609.59 (see Block 12 of United States Department of the
Interior, Bureau of Reclamation, Assistance Agreement signature page).
The Bureau of Reclamation's Total Estimated Amount of Funding is changed from
$4,776,832.00 to $2,248,146.01 (see Block 12 of United States Department of the
Interior, Bureau of Reclamation, Assistance Agreement signature page).
These changes are a result of the removal of Phase I of the scope of work and updated
budget numbers (see Attachment II for detailed budget).
Notice of Additional Reservation of Funds: the modification reserves additional
funds in the amount of$954,083.00. Total amount of obligated funding is now changed
from $858,000.00 to $1,812,083.00. It is to be expressly understood the Government
has no obligation to provide funds in addition to those in writing.
Notice of Budget Revisions: the modification revises the project budget numbers.
See Attachment II for updated budget.
Notice of Updated Reporting Requirements: the modification updates the frequency
of required reports under the award.
Performance reports are hereby required on a semi-annual basis. The Bureau of
Reclamation has received the June of 2012 performance report. The City of Round
Rock's subsequent performance report is due October 30, 2012 for the reporting period
ending September 30, 2012.
Financial reports are hereby required on a semi-annual basis. The Bureau of
Reclamation has received the June 2012 Financial Report. The City of Round Rock's
subsequent performance report is due October 30, 2012 for the reporting period ending
September 30, 2012.

Notice of Cost Share Information: Public Law 108-316 states the Federal Cost Share
of this project will not exceed 25% of the total project costs.
Under Cooperative Agreement No. R08AC60018, project expenditures associated with
pre-construction activities totaled $423,077.00. Reclamation's share of project costs
was $105,769.25 (25 percent), and Round Rock's share was $317,307.75 (75 percent).
Under Cooperative Agreement No. R10AC60R43, project expenditures associated with
Phase I construction are projected to total $6,185,108.29 as of August 7, 2012.
Reclamation's share of project costs is $1,228,575.00 (19.86 percent), and Round
Rock's share is $4,956,533.29 (80.14 percent). As of August 7, 2012, a balance of
$357,702.07 remains in Federal funds owed to Round Rock in order to bring the
Phase I Federal cost-share to 25 percent.
Under this modification, this remaining $357,702.07 balance is hereby added to the
$1,876,797.93 Federal share (25 percent) of project costs associated with Phases II-V.
Reclamation withheld $123,000 in funding for administration of the award. This is
considered a project cost and must be cost shared by the City of Round Rock. Round
Rock's share is $92,250 and under this modification, this funding is hereby added to the
Round Rock's obligation amount bringing the total Federal cost-share to $2,142,376.76.
Therefore, the non-Federal cost-share is hereby changed to $5,365,321.99.
A final accounting of project costs will be completed upon project close out.
The table provided below reflects total project accounting as of August 7, 2012.

Scope of Work/Milestones
Williamson County Water Reclamation and Reuse Project
City of Round Rock, Texas Phase II-V

Scope of Work for Reuse Water Phase II
Design and construction of a 24-inch reuse water transmission main beginning at the north end
of phase 1 A—24-inch Old Settlers Park reuse water transmission main; the pipeline will follow
northerly up the future "Arterial A"right-of-way through"Avery Centre east"to CR 112, then,
the pipeline will head west along CR 112 crossing under FM 1460 (with a 42"bore) and
connecting to an existing 16-inch reuse water line in the Avery-Nelson right-of-way. The total
length of pipe is about 11,000 linear feet of 24-inch reuse water transmission main.
Scope of Work for Reuse Water Phases IVA & IVB
Design and construction of a 16-inch reuse water transmission main beginning at the north end
of the existing reuse water transmission main in college park drive; then,the pipeline will follow
northerly up College Park Drive right-of-way for approx. 2,400 linear feet; then, it will follow
west in tract 1, a 30-foot wide tract, for approx. 900 linear feet and then continue onto tract 2 and
connect to a 1.25 million gallon elevated reuse water tank. In addition, 3.0 mgd pumping
capacity will be added to the pump station at the reuse water treatment facility.
Scope of Work for Reuse Water Phase V
This Phase will extend the existing reuse waterline from the west end of an existing 24-inch
reuse water line and extend west for approx. 4,220 linear feet as an 8-inch reuse water line. The
Phase V reuse water line will run under FM 1460 and continue west until its termination at the w
Round Rock School District Stony Point High School. This reuse line will have the capacity to
deliver 1.0 million gallons per day(mgd).
