G-12-09-13-F2 - 9/13/2012 ORDINANCE NO. 07— I2��-13'-F2— AN ORDINANCE AMENDING THE TRAFFIC CODE BY DESIGNATING THE INTERSECTION OF WYOMING SPRINGS DRIVE AND GOLDENOAK CIRCLE AS AN ALL-WAY STOP INTERSECTION; PROVIDING FOR A SAVINGS CLAUSE AND REPEALING CONFLICTING ORDINANCES OR RESOLUTIONS. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK, TEXAS: I. i That pursuant to Chapter 42, Section 42-223, Code of Ordinances (2010 f 3 Edition), City of Round Rock, Texas, the below described intersection is hereby designated as an all-way stop intersection with stop signs to be erected as follows: i ON AT ITS INTERSECTION WITH Wyoming Springs Drive Goldenoak Circle (both directions) Goldenoak Circle Wyoming Springs Drive (both directions) II. Agenda Item No. F2.—CONSENT Consider an ordinance designating the intersection of Wyoming Springs Drive and Golden Agenda Caption: Oak Circle as an all-way stop intersection. (Second Reading) 1 Meeting Date: September 13, 2012 Department: Transportation Staff Person making presentation: Gary Hudder Transportation Director Item Summary: This ordinance will create a permanent All-Way stop control condition for the intersection of Wyoming Springs Drive and Goldenoak Circle. Please see the attached Exhibit A for specific details. The T-intersection has been open to traffic and pedestrian operations for several years with two-way stop control on the Goldenoak Circle approaches only. The southbound approach has been blocked because Wyoming Springs Drive ends just north of this intersection. For this reason, pedestrian and vehicular traffic crossing Wyoming Springs Drive has been conditioned to expect no conflicting traffic from the north. However, construction traffic from a new section of Sendero Springs has begun using the intersection to access their site, and future single-family homes will use this route once the construction is complete. These vehicles conflict with current driver and pedestrian expectations and for those reasons City staff installed an emergency All-Way Stop control using temporary sign posts. This area will experience a considerable increase in pedestrian activity when school begins because of its proximity to Cactus Ranch Elementary School. City transportation staff has determined that an All-Way Stop control is warranted at this intersection to provide increased pedestrian safety the appropriate guidance for drivers experiencing the newly changed conditions.
