KNOW ALL BY THESE PRESENTS:
THIS SUPPLEMENTAL AGREEMENT NO. 1 to "City of Round Rock Agreement for
Consulting Services for the Clearwell No. 1 Rehab 2017 Project with HOT Inspections, Inc.,"
hereinafter called "Supplemental Agreement No. 1," is made by and between the City of Round
Rock, Texas, a home -rule municipality, hereinafter called the "City" and HOT Inspections, Inc.,
hereinafter called the "Consultant."
WHEREAS, the City and Consultant executed the referenced "City of Round Rock
Agreement for Consulting Services for the Clearwell No. 1 Rehab 2017 Project," hereinafter
called the "Agreement," on August 10, 2017 by Resolution No. R-20174657; and
WHEREAS, the City desires to amend the Scope of Services to add additional services
related to the
welding and recoating of the Southeast Ground Storage Tank; and
WHEREAS, it is necessary to amend the Scope of Services and the Fee provided in the
Agreement;
NOW THEREFORE, in consideration of the mutual promises and obligations in the
Agreement and this Supplemental Agreement No. 1, the City and Consultant agree that said
Agreement is amended and supplemented as follows:
I.
Section 3.01 of the Agreement is hereby amended to read as follows:
3.01 SCOPE OF SERVICES
Consultant shall satisfactorily provide all services described herein and as set forth in
Exhibit "B" and the Addendum to Exhibit "B" according to the schedule set forth in the
attached Exhibit "C" titled "Work Schedule," and the Addendum to Exhibit "C," which

documents is are incorporated herein for all purposes. Consultant's undertaking shall be limited
to performing services for the City and/or advising City concerning those matters on which
Consultant has been specifically engaged. Consultant hall perform services in accordance with
this Agreement, in accordance with the appended proposal for services and addendum to
proposal for services, and in a professional and workmanlike manner.
II.
Section 5.01 of the Agreement is hereby amended to read as follows:
5.01 CONTRACT AMOUNT
In consideration for professional consulting services to be performed by Consultant, City
agrees to pay Consultant in Accordance with Exhibit "D" entitled "Fee Schedule," and the
Addendum to Exhibit "D;' which documents is are attached hereto and incorporated herein for
all purposes, in payment for services and the Scope of Services deliverables as delineated in
Exhibit "B" and the Addendum to Exhibit 1111."
Nat -to -Exceed Total Payment for Services: Consultant's total compensation for
consulting services hereunder shall not exceed Eighty Five Thousand Eight Hundred and
NeA00 Dollars (S85 ' 800.00) Ninety -Three Thousand Seven Hundred Seventy and No/100
Dollars ($93.770.00).
This Supplemental Agreement No. 1 shall amend the original Agreement only as set forth
herein with no other changes in terms or conditions of the original Agreement.

HOT Inspection's Supplemental Services
Cleanvell No. 1 GST Improvements Proiect
A. PRELIMINARY PHASE
1. Attend preliminary conference and site visit with the Owner regarding the inlet re -
out project at S.E. GST.
2. Prepare a preliminary scope of work of the project indicating the optional
solutions available, including probable cost based the site visit and conference.
3. Meeting with Owner discuss which plan of action, schedule and best value based
on the projected outcome of each alternate.
B. PRE CONSTRUCTION PHASE
1. Establish the scope of work and specifications based on the site surveys and
research conducted. Prepare a document for TBI to submit a cost for a change
order to conduct the proposed inlet re-route work.
2. Conduct a pre construction meeting with the Contractor.
C. CONSTRUCTION PHASE
1. Conduct the necessary on site visits to provide Quality Assurance Surveillance
and observe the progress and quality of the inlet re-route installation, welding and
coatings repair executed work.
2. Conduct the pipe coating repairs on the interior and exterior of the tank.
3. Clean out the interior of the tank to removal all sediment and debris remaining in
the tank since being drained in January 2018.
4. Disinfect per AWWA C652 Method 2 when City is ready to fill. Bac-t's shall be
the responsibility of the City of Round Rock
5. Konzen, as an AWS Certified Welding Inspector and NACE Certified Coating
Inspector, shall be on the referenced project. Inspection and testing visits will be
strategic and at the discretion of the HOT Inspection Services. The services to be
rendered will include the following:
Welding Insvection
o Review tank project drawings provided by TBI and approve for
construction.
o Observe and monitor the pipe inlet re-route and quality of workmanship.
o Review welder qualification records, welding procedures.
o Verify proper welding electrodes and electrode storage to be used on
project.
o Conduct inspections on shop fabricated components.
Power Tool Surface Preparation and Coating Inspection
o Pre -surface preparation inspection.
o Measurement of ambient conditions.
o Determination of surface preparation cleanliness and profile.
o Inspection of application equipment.
o Witnessing coating mixing.
o Inspecting coating application.
o Determination of wet film thickness.
o Determination of dry film thickness.
o Evaluating cleanliness between coats.
o Evaluating cure.
The inspection methods to be implemented for the surface preparation and coating
inspections will consist of visual inspections, mil gauging, holiday testing, profile
gauging and atmospheric measuring. All inspections will verify compliance with
the AWWA D102-97 and contract specifications. The measurement of air
temperature, surface temperature, humidity, dew point, coating thickness and
holiday detection will be recorded in an inspector's logbook.
Conduct with the Owner and contractor, a final inspection of the project to verify
compliance with the Contract Documents and submit recommendations
concerning project status, as it may affect Owner's final payment to Contractor.

Consider executing Supplemental Agreement No. 1 with HOT Inspections, Inc. for
consulting services for the Clearwell No. Ground Storage Tank Rehab 2017 Project.
This item is to increase the personal services contract with HOT Inspection Services by
$7,970.
The Clearwell No. 1 Rehabilitation Project was awarded to Tank Builders, Inc. on October
26,2017. During this project, Utility Staff determined issues with the inflow piping of the
Southeast Ground Storage Tank (SE GST) that required correction. Tank Builders, Inc.
was authorized to make the necessary welding repairs and recoating by an approved
change order on March 23,2018.
HOT Inspections Services, Inc. is under contract to provide inspection services for the
Clearwell No. 1 Rehab 2017 project. The City asked John Konzen of HOT Inspection
Services, Inc. to oversee the welding and recoating of the SE GST repairs for an agreed
amount of $7,970. This will increase his original personal services with HOT Inspection
Services, Inc. contract to $93,770.
