WHEREAS, the City of Round Rock has duly sought proposals for long term disability
insurance coverage and optional coverages for eligible City employees; and
WHEREAS, Lincoln Financial Group has submitted the proposal determined to be the most

advantageous to the City considering the price and other evaluation factors included in the request for
proposals; and
WHEREAS, the City Council desires to enter into a contract with Lincoln Financial Group for
long term disability for eligible City employees, as well as optional coverages paid for by the
employee, Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the Mayor and/or City Manager are hereby authorized and directed to execute on behalf of
the City all necessary documents to obtain long term disability insurance disability for eligible City
employees, as well as optional coverages paid for by the employee, from Lincoln Financial Group.

The City Council hereby finds and declares that written notice of the date, hour, place and
subject of the meeting at which this Resolution was adopted was posted and that such meeting was
open to the public as required by law at all times during which this Resolution and the subject matter
hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act,
Chapter 551, Texas Government Code, as amended.

Item Summary:
This item is a contract for Long Term Disability for eligible employees of the City with Lincoln Financial Group, paid
for by the City, as well as optional coverages paid for by the employee, provided by Lincoln Financial Group (LFG).
Employees will receive benefits additions at a reduced cost for short term disability, voluntary life and dependent
life, accidental death and dismemberment, accident and cancer policies (optional coverages). By bundling these
coverages we can provide both savings to employees and enhance the benefits offered.
These coverages will replace the current coverages with AFLAC, Liberty National and The Standard. A Request For
Proposal (RFP) was issued and seven (7) responses were received. An evaluation team reviewed the proposals and x
selected the Lincoln Financial Group (LFG). LFG was selected based on: (a) overall industry ratings and reputation;
(b) significant annual savings; (c) ease of administration (allowing both direct deposit of premium and self-billing);
