R-13-07-11-F5 - 7/11/2013RESOLUTION NO. R -13-07-11-F5 WHEREAS, on June 10, 2010, the City of Round Rock ("City") entered into an Agreement for Automatic Meter Reading System from Master Meter, Inc. ("Agreement"); and WHEREAS, the City has developed an automated meter reading program that is being implemented in phases; and WHEREAS, the City Council wishes to purchase from Master Meter, Inc. additional meters pursuant to the terms of the Agreement, Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the Council hereby authorizes the purchase of an additional $1,400,000.00 in meter cost pursuant to the terms of the Agreement with Master Meter, Inc. The City Council hereby finds and declares that written notice of the date, hour, place and subject of the meeting at which this Resolution was adopted was posted and that such meeting was open to the public as required by law at all times during which this Resolution and the subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended. Manual meter reading is a resource intensive and time-consuming task. As the number of water accounts increases, the City can choose to increase manpower, change reading intervals, or adopt new technology. As the City grows, the demand on monthly meter reading and accuracy will increase. The benefits of this program will ultimately allow customers to obtain real-time water usage which will assist in the City's water conservation efforts. The City has developed an AMR program that is being implemented in phases that is enabling us to expand our AMR system in the City. The following history shows our progress thus far: Meters Installed Cost • August 2009 300 $49,500 • June 2010 1,800 $300,000 • February 2011 9,000 $1,400,000 • February 2012 8,400 $1,400,000 • September 2012 10,000 $1,750,000 The $1,400,000 cost identified in this resolution will allow the City to purchase an additional 1,300 meters to complete the meter conversion to AMR. Additional money is included in this resolution to allow the City to purchase related equipment such as boosters for the next phase of the conversion toa fixed -base system. This project meets one of the City's objectives of "Reducing water consumption by City customers and City facilities and parks." as identified in the 2013 Strategic Plan.
