R -13-08-08-G2 A RESOLUTION AMENDING "APPENDIX A: FEES, RATES AND CHARGES" TO THE CODE OF ORDINANCES, CITY OF ROUND ROCK, TEXAS, RELATED TO CHAPTER 36, SUBDIVISIONS, AND RELATED TO CHAPTER 46, ZONING. WHEREAS, the City wishes to amend certain fees related to planning and development services; Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, I. Example: a 2.75 acre tract would generate a fee of $1,350.00 calculated as follows: $1,000.00 + ($200.00 x 1.75 = $350.00) _ $1,350.00 This fee includes the review of the initial application and, if necessary, two reviews of amendments in response to staff comments Regardless of the foregoing, the total fee from a site plan with three staff reviews shall not exceed $5,000.00 Additional review $500.00 If additional review cycles are required for either standard or small project site plan applications due to incomplete plans or plans that do not fully address comments as determined by the Chair of the Development Review Committee, an additional review fee shall be charged for each additional review required Revision to approved site plan $500.00 Revision fees are required if a change is made to an approved site plan that requires additional review by members of the Development Review Committee License agreements $250.00 5 III. This Resolution shall take effect 30 days from and after its adoption by the City Council. IV. It has been several years since the last comprehensive fee review and subsequent adjustment. Staff considered many factors when reviewing the current fee structure, such as the frequency of each application; the staff time involved in processing each one; changed conditions that may alter the applicability of a given procedure; and what other cities in the region charge for similar procedures. Where it was determined that a new or amended fee was necessary, staff ensured that it was comparable to the same fee in these other cities. The cities used in the comparisons were Pflugerville, Georgetown, and Cedar Park. A total of five (5) amendments are proposed to the fee structure in Chapters 36 (Subdivisions) and 46 (Zoning): 1. Increasing the fee for minor subdivision final plats from $250 to $300; 2. Increasing the fee for zoning map amendments from $750 to $900 for properties 30 acres or larger in size; the fee for properties smaller than 30 acres will remain $750; 3. Removing the reduced fee of $300 for PUDs in the Downtown Master Plan area. This specific fee is no longer necessary because it served as an incentive to draw redevelopment into downtown prior to the adoption of the new downtown mixed-use zoning districts; upon adoption all PUDs in the City will have the same fee of $2000 plus $200 per acre; 4.
