R -13-09-26-H8 WHEREAS, the City of Round Rock has duly advertised for bids for the Bowman Road Culvert Rehab Project, and WHEREAS, the Council has determined that all bids received should be rejected and the project should be re -bid, Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That all bids received for the Bowman Road Culvert Rehab Project are hereby rejected and the project should be re -bid. The City Council hereby finds and declares that written notice of the date, hour, place and subject of the meeting at which this Resolution was adopted was posted and that such meeting was open to the public as required by law at all times during which this Resolution and the subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended. Type: Resolution Governing Body: City Council Agenda Date: 9/26/2013 Dept Director: Michael Thane, Director of Utilities and Environmental Services Cost: $0.00 Indexes: Attachments: Resolution, Bid Tab, Map Text of Legislative File 13-713 Item Summary: Four existing 54" Concrete Masonry Pipe (CMP) culverts under Bowman Road have deteriorated to the degree that an existing high pressure gas main may be exposed and become a risk to the Public. These culverts cross Bowman Road near the intersection of Nicole Circle. The design for these necessary improvements was prepared by the City's Engineering staff. On June 4, 2013, the City received Construction Bids on the Bowman Road Culvert Rehabilitation Project. All Bids received were over the Engineer's estimate. After thoroughly reviewing all bids, it was determined that in lieu of paying inflated material cost and losing 6 -inches of capacity, we would opt for an alternative method that gives the City at least the same structural stability while gaining capacity. We have conducted extensive research and found a better application to address the deterioration of the existing 54" CMP culvert pipes that cross Bowman Road. All Bidders have been notified of the intent to reject all Bids, and have subsequently received the Notice to Bidders for the revised Bid. Staff recommends approval.
