R -13-09-26-H9 WHEREAS, this past summer, a large and dangerous sinkhole suddenly appeared in Gattis School Road between Surrey Dr. and Lawnmont Dr.; and WHEREAS, this sinkhole required immediate action on the part of the City to procure Ramming Paving Company to perform emergency repairs to Gattis School Road; and WHEREAS, the procurement of Ramming was required to relieve the necessity of the City's residents and to preserve the property of the City; and WHEREAS, the procurement of Ramming was necessary to preserve or protect the public health or safety of the City's residents; and WHEREAS, the procurement of Ramming was necessary because of unforeseen damage to public machinery, equipment, or other property; and WHEREAS, because of all of the foregoing facts, it was not necessary for the City to comply with the competitive bidding requirements of the Local Government Code; Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the City Manager is hereby authorized and directed to issue a purchase order to Ramming Paving Company in the amount of $166,640 for the emergency repair work on Gattis School Road. Type: Resolution Governing Body: City Council Agenda Date: 9/26/2013 Dept Director: Gary Hudder, Transportation Director Cost: $166,640.00 Indexes: General Self -Financed Construction Attachments: Resolution, Purchase Request Text of Legislative File 13-732 Item Summary: An area in the eastbound lanes of Gattis School Rd. between the streets of Surrey Drive and Lawnmont Drive has continued to deteriorate and sink over the course of several years. Ongoing efforts to make pavement repairs proved temporary, as a sink hole in the roadway would reappear soon thereafter. As a component of our current pavement repair contract, this section was included for surface repairs, however during the paving operations, the subsurface began to fail once again, indicating a more serious concern. A temporary road repair was performed to minimize the impact the motoring public as an interim solution, while an investigation was performed to better determine the cause of the sink hole. It was discovered that a break in the storm sewer system was causing the roadway structure to collapse into the storm sewer system. Due to the concern for public safety, city management determined that we should do a more permanent repair of the storm sewer and roadway, thereby eliminating the hazard and any risks associated with it. Since we already had a local contractor under active contract, performing similar pavement repairs, it was determined that utilizing this contractor to make the emergency repairs would be the most cost effective, by eliminating costly mobilization to the area, and would allow the work to be performed much more quickly. The fullscale repairs were completed over a weekend, prior to the new school year beginning. We were also able make a much better and more detailed inspection of the storm sewer line to confirm the we were correctly addressing the problem.
