R -13-11-14-H6 WHEREAS, the City Council of the City of Round Rock, Texas (the "City") ordered an election to be held in the City on November 5, 2013, on the PROPOSITIONS hereinafter stated; and WHEREAS, the City Council has investigated all matters pertaining to the election, including the ordering, giving notice, officers, holding, and making returns of the election; and WHEREAS, the election officers who held the election have duly made the returns of the result thereof, and the returns have been duly delivered to this City Council. THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK, TEXAS: 1. The City Council officially finds and determines that the election was duly ordered, that proper notice of the election was duly given, that proper election officers were duly appointed prior to the election, that the election was duly held, that the City has complied with the Federal Voting Rights Act and the Texas Election Code, that due returns of the result of the election have been made and delivered, and that the City Council has duly canvassed the returns, all in accordance with law and the Resolution calling the election. 2. The City Council officially finds and determines that the following votes were cast at the election on the submitted PROPOSITIONS by the resident, qualified electors of said City, who voted at said election. AGAINST: 1142 1329 2471 PROPOSITION III Early Votes Election Day Total FOR: THE ISSUANCE OF UP TO $23,200,000 TAX 1577 1906 3483 BONDS FOR CITY LIBRARY FACILITIES. AGAINST: 1017 1292 2309 PROPOSITION IV Early Votes Election Day Total FOR: THE ISSUANCE OF UP TO $27,400,000 TAX 1675 2056 3731 BONDS FOR JOINT CITY POLICE AND FIRE DEPARTMENT TRAINING FACILITIES. AGAINST: 922 1147 2069 3. The City Council officially finds, determines and declares the result of the election to be that Propositions Nos. I through IV so submitted have received a favorable majority vote in all respects and have carried. 4. The bonds set forth in Propositions Nos. I through IV may be issued, and the aforesaid bond taxes may be levied, assessed and collected annually, as voted and as provided by law. 2 The City Council hereby finds and declares that written notice of the date, hour, place and subject of the meeting at which this Resolution was adopted was posted and that such meeting was open to the public as required by law at all times during which this Resolution and the subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended. The City Council of the City convened in a REGULAR MEETING ON THE 14TH DAY OF NOVEMBER, 2013, at the City Hall (the "Meeting"), and the roll was called of the duly constituted City Council Members of the City, to -wit: Alan McGraw, Mayor Craig Morgan, Place 1 George White, Place 2 Joe Clifford, Place 3 Carlos T. The City Council must now canvass the results of the election to make them official and final. The canvass must be held between November 13th and November 18th. All four propositions were approved. Below are the results of the elction: Proposition 1: 4461 FOR 76.8% 1347 AGAINST 23.2% Proposition 2: 3311 FOR 57.3% 2471 AGAINST 42.7% Proposition 3: 3483 FOR 60.2% 2309 AGAINST 39.9% Propsoition 4: 3731 FOR 64.3% 2069 AGAINST 35.7% Staff recommends approval.
