WHEREAS, the City Staff and the City Council have studied and assessed the needs of the
City for certain capital projects, and
WHEREAS, the City Council desires to prioritize and fund these needed capital projects from
the Self -Financed Construction Fund, Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the list of capital projects along with their estimated costs as shown in Exhibit "A",
attached hereto and incorporated herein, are approved for funding from the General Self -Financed
Construction Fund.
The City Council hereby finds and declares that written notice of the date, hour, place and
subject of the meeting at which this Resolution was adopted was posted and that such meeting was
open to the public as required by law at all times during which this Resolution and the subject matter
hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act,
Chapter 551, Texas Government Code, as amended.

The General Self Financed Construction fund was created in 1999 and has funded over
$70M in projects. The City's financial strategy of cash funding for projects which the City
would normally issue debt has saved the taxpayers of Round Rock at least 12 cents on the
property tax rate by avoiding the issuance of debt. This strategy has reduced the need to
borrow funds while allowing the City to continue to keep up with the growing demand.
This General Self -Financed Construction spending plan revision will allocate approximately
$7.2M in funding for the following: continued funding of the capital programs for parks
maintenance, Information technology, construction and repairs of existing city facilities and
additional costs related to the sports complex. Included in the packet is a listing of the
various projects and associated amounts.
Staff recommends approval.
