BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK, TEXAS: That pursuant to Section 42-223, Code of Ordinances (2010 Edition), City of Round Rock, Texas, the below described intersection is hereby designated as a stop intersection with stop signs to be erected as follows: ON AT ITS INTERSECTION WITH County Road 117/County Road 122 Red Bud Lane (eastbound and westbound) II. Under this configuration in the past, the legs of CR 122 / CR117 have been considered the major roadway and the legs of Red Bud Lane have been forced to stop and yield the Right -of -Way. Due to the major expansion of housing development in the area, a significant change in the traffic patterns at this intersection has occurred. The volumes on these two roads no longer supports the current side -street stop controlled operations. Red Bud Lane now carries the majority of traffic and should therefore be considered the major street between the two. These facts are illustrated frequently during field observations of drivers' behavior. While it is true that a switch between the side -street stop controlled legs may create an unsafe condition for an interim time period, the very low volumes on CR 122 / CR 117 do not warrant an All -Way stop controlled intersection. It is the professional opinion of the City of Round Rock Traffic Engineer that the unintended consequences of an All -Way stop would out -weigh the potential temporary safety impacts of switching the side -street stop controls. For these reasons, Transportation Department staff, according to the engineering judgment of the Traffic Engineer, recommends removal of the side -street stop controlled Red Bud Lane approaches and recommends installation of side -street stop controlled CR 122 / CR 117 approaches. The City of Round Rock Transportation Department staff has worked with the Williamson County Engineering Department staff during the study and recommendation phase of this intersection operational analysis. The City will take extra precautionary measures to inform the driving public of the changes for one week prior to the switch and will use internally -lit stop signs for a period of at least 90 days to increase drivers' awareness of the change.
